Job Title: Systems Analyst 3 Location(s): Austin, TX Overview: A public-sector financial and administrative services organization is seeking a senior Systems Analyst to support a statewide enterprise resource planning (ERP) environment. The role focuses on application support, security governance, service management, technical project coordination, and ongoing enhancement of HR/Payroll and Financial systems. Key Responsibilities:
- Provide advanced technical consulting, analysis, and support for enterprise ERP applications and related systems.
- Support HR/Payroll, Financials, reporting, and ancillary applications within a statewide ERP environment.
- Manage role-based access control (RBAC), least-privilege security models, and segregation-of-duties (SoD) controls.
- Review and maintain security roles, permissions, authorizations, and access controls across enterprise systems.
- Monitor authentication, authorization, and privilege-escalation activities and investigate security-related incidents.
- Support secure integrations using SAML, OAuth, OIDC, SCIM, APIs, and related technologies.
- Review application changes, customizations, and workflows for security and compliance impacts.
- Maintain security, performance, compliance, and architectural standards.
- Ensure digital products and content comply with WCAG 2.1 accessibility standards.
- Review and support security deliverables, disaster recovery plans, system security plans, and development lifecycle documentation.
- Design, develop, deploy, maintain, and troubleshoot system configurations and modifications.
- Participate in implementation projects, upgrades, integrations, fiscal year-end activities, and production support.
- Provide Level 2 Service Desk support, including issue analysis, troubleshooting, ticket management, and configuration changes.
- Collaborate with Managed Services providers responsible for advanced support activities.
- Support disaster recovery testing, upgrade testing, expansion initiatives, and major incident management processes.
- Deliver presentations and knowledge-sharing sessions to stakeholder groups.
- Participate in annual audit and compliance activities related to security and controls.
- Perform work according to ITIL-based IT service management and asset management practices.
Required Qualifications:
- 10+ years of experience working directly for or supporting Texas state government agencies.
- 10+ years of experience supporting enterprise application systems.
- 10+ years of experience creating and managing strategic technology roadmaps.
- 10+ years of experience preparing and delivering executive-level presentations.
- 10+ years of technical project management experience supporting large ERP programs.
- 10+ years of experience interpreting contracts and managing vendor accountability.
- 10+ years of experience with data integration, data quality, and software development lifecycle (SDLC) methodologies.
- 10+ years of experience in IT security and control practices.
- 10+ years of hands-on experience with:
- PeopleSoft FSCM or HCM 9.2
- PeopleTools
- PeopleCode
- Application Designer
- SQL
- PS Query
- SQR
- Application Engine
- Oracle Database 11g or higher
- 10+ years supporting large-scale CAPPS Central production and deployment activities across numerous agencies and hub environments.
- 8+ years of experience with IT Service Desk operations and ITIL methodologies.
- 5+ years of experience serving as a Security Analyst overseeing Managed Services providers.
- 5+ years of experience managing segregation-of-duties (SoD) controls in multi-tenant applications.
Preferred Qualifications:
- 10+ years of experience with software and hardware management best practices.
- 10+ years of experience supporting legacy statewide financial systems.
- 10+ years of experience developing technical specifications for IT procurement initiatives.
Additional Requirements:
- Annual completion of at least 10 hours of professional training in a relevant technical discipline.
- Ability to work independently with minimal supervision.
- Strong communication, stakeholder management, security governance, and technical leadership skills.
- Experience supporting large-scale government ERP environments and enterprise security frameworks is highly desirable.
