Job Title: Systems Analyst 3 Location(s): Austin, TX Summary: Seeking an experienced Systems Analyst 3 to support a large statewide ERP and identity management program. The role focuses on security governance, identity and access management (IAM), ERP security administration, compliance, contract oversight, technical project management, and support of enterprise financial and HR/payroll systems. The selected candidate will provide senior-level consulting, technical leadership, security analysis, audit support, system integration oversight, and strategic planning for mission-critical applications. Key Responsibilities:
- Provide senior-level technical consulting and support for enterprise ERP, HR/Payroll, Financials, and ancillary systems.
- Administer and oversee IAM workflows, including user provisioning, de-provisioning, access reviews, and lifecycle management.
- Manage role-based access control (RBAC) and least-privilege security models.
- Design, maintain, and monitor Segregation of Duties (SoD) controls and conflict remediation processes.
- Review and validate security roles, permission sets, and authorizations across ERP and related applications.
- Monitor authentication, authorization, and privilege-escalation activities and coordinate security investigations.
- Support integration of third-party applications using SAML, OAuth, OIDC, SCIM, and APIs.
- Evaluate application changes and customizations for security and compliance impacts.
- Investigate identity-related security incidents and unauthorized access events.
- Ensure compliance with WCAG 2.1 accessibility standards.
- Participate in IT audits, compliance reviews, and security assessments.
- Support contract management processes, SLA monitoring, system monitoring, and change management reviews.
- Maintain technical documentation related to architecture, integrations, configurations, and change management.
- Support reporting, analytics, KPI tracking, and compliance metrics.
- Review technical deliverables, security plans, disaster recovery plans, and technology roadmaps.
- Coordinate enterprise software upgrades, platform enhancements, and deployment activities.
- Serve as a technical security advisor during procurement activities and vendor evaluations.
- Act as a subject matter expert for SoD controls, identity management, and enterprise security solutions.
- Perform delegated administration activities for enterprise identity services.
- Implement, support, and maintain PathLock solutions including User Access Review (UAR), Single Sign-On (SSO), Data Masking, and A360.
Required Qualifications:
- 10+ years of experience working directly for or supporting Texas state government agencies.
- 10+ years of experience supporting enterprise application systems.
- 10+ years of experience developing and managing strategic technology roadmaps.
- 10+ years of experience preparing and delivering executive-level presentations.
- 10+ years of technical project management experience supporting enterprise ERP programs.
- 10+ years of experience interpreting contractual requirements and managing vendor accountability.
- 10+ years of experience with data integration, data quality, and SDLC methodologies.
- 10+ years of experience in IT security and controls.
- 10+ years of hands-on experience with:
- PeopleSoft FSCM or HCM 9.2
- PeopleTools
- PeopleCode
- Application Designer
- SQL
- PS Query
- SQR
- Application Engine
- Oracle Database 11g or higher
- 10+ years of experience supporting large-scale ERP production and deployment environments serving 100+ agencies and multiple hub instances.
- 8+ years of experience with IT service desk operations and ITIL methodologies.
- 5+ years of experience serving in a security analyst role overseeing managed service providers.
- 5+ years of experience managing Segregation of Duties (SoD) controls in multi-tenant software environments.
Preferred Qualifications:
- 10+ years of experience with software and hardware management best practices.
- 10+ years of experience supporting legacy statewide financial systems.
- 10+ years of experience developing technical specifications for IT procurement initiatives.
