Job Title: Enterprise Architect 3 Location(s): Austin, TX Position Summary: Seeking a senior Enterprise Architect to provide strategic technology leadership and operational oversight for a statewide ERP environment supporting Financials, HR/Payroll, Recruiting, reporting, and related enterprise applications. The role is responsible for enterprise architecture strategy, technical governance, modernization initiatives, cloud adoption, managed services oversight, application operations, vendor management, and technical leadership across large-scale public sector systems. Key Responsibilities:
- Define and maintain enterprise technology vision, strategy, and long-term roadmaps.
- Lead architecture governance, solution reviews, integration strategies, security standards, and cloud adoption initiatives.
- Support digital transformation, modernization efforts, and large-scale enterprise projects.
- Manage technical operations teams and oversee managed services providers.
- Serve as escalation point for complex technical and infrastructure issues.
- Coordinate technical activities among business teams, security teams, IT operations, vendors, and external stakeholders.
- Ensure compliance with accessibility standards (WCAG 2.1).
- Oversee application lifecycle management, disaster recovery planning, security documentation, and change management processes.
- Support audits, compliance initiatives, service-level management, and technical reviews.
- Manage service desk platforms and operational support functions.
- Participate in technology procurements as a technical advisor.
- Prepare executive-level presentations, status reports, and strategic recommendations.
Required Skills & Experience:
- 20+ years supporting or working directly with Texas state government agencies.
- 20+ years supporting enterprise application systems in the Texas public sector.
- 20+ years developing and managing enterprise technology roadmaps.
- 10+ years leading outsourced technical teams and managed services providers.
- 10+ years delivering executive-level presentations and communications.
- 10+ years of technical project management experience supporting CAPPS-related initiatives.
- 10+ years interpreting contracts and managing vendor compliance.
- 10+ years of experience with data integration, data quality, SDLC methodologies, and enterprise architecture.
- 10+ years of IT security and controls experience.
- 10+ years of hands-on experience with:
- PeopleSoft FSCM 9.2 or HCM 9.2
- PeopleTools
- PeopleCode
- Application Designer
- SQL
- PS Query
- SQR
- Application Engine
- Oracle Database 11g or higher
- 10+ years supporting large-scale CAPPS production and deployment environments serving 100+ agencies and multiple hub instances.
- 10+ years of IT Service Management and ITIL framework experience.
Preferred Qualifications:
- 20+ years of software and hardware management best practices.
- 20+ years supporting statewide financial systems and legacy government financial platforms.
- 10+ years developing technical specifications and requirements for IT procurements.
Ideal Candidate Profile: The ideal candidate is a highly experienced Texas public sector enterprise architect with deep expertise in CAPPS, PeopleSoft, enterprise operations, managed services governance, ITIL processes, security controls, and large-scale ERP environments. Strong executive communication skills, vendor management experience, and knowledge of statewide financial systems are essential. This position is particularly suited for professionals with extensive Texas government ERP leadership experience and direct involvement in CAPPS architecture and operations.
