Job Title: Enterprise Architect 3

Location(s): Austin, TX

Position Summary:
Seeking a senior Enterprise Architect to provide strategic technology leadership, enterprise architecture governance, and technical operations oversight for a large-scale statewide ERP environment. The role is responsible for defining technology vision, managing enterprise roadmaps, overseeing technical operations, supporting modernization initiatives, and ensuring alignment between business objectives and technology solutions.

Key Responsibilities:

  • Develop and maintain enterprise technology vision, architecture strategy, and long-term system roadmaps.
  • Ensure solution designs, integration patterns, security standards, cloud strategies, and technical best practices are followed.
  • Review and approve architectural solutions to ensure alignment with enterprise standards and avoid unnecessary complexity.
  • Lead modernization, digital transformation, cloud migration, and large-scale technology initiatives.
  • Manage technical operations teams and serve as the primary escalation point for complex technical issues.
  • Coordinate technical activities among internal stakeholders, external customers, and third-party vendors.
  • Oversee troubleshooting, testing, deployment, system monitoring, and technical support activities.
  • Prepare status reports, productivity reports, and executive-level presentations.
  • Ensure compliance with WCAG 2.1 accessibility standards.
  • Support audits, security reviews, disaster recovery planning, and change management activities.
  • Manage service desk platforms, configurations, workflows, and administration.
  • Review technical deliverables, architecture documentation, security plans, and operational procedures.
  • Lead planning and execution of application, platform, and infrastructure upgrades.
  • Participate in procurement activities, including technical research, specification development, proposal evaluations, and vendor assessments.
  • Maintain architecture, integration, configuration, and operational documentation.
  • Support reporting, analytics, compliance tracking, and performance metrics initiatives.

Required Qualifications:

  • 20+ years of experience supporting public-sector technology environments, preferably within large government organizations.
  • 20+ years of experience supporting enterprise application systems.
  • 20+ years of experience developing and managing strategic technology roadmaps.
  • 10+ years of experience leading technical teams and managing outsourced service providers.
  • 10+ years of experience delivering executive-level presentations and communications.
  • 10+ years of experience managing large-scale enterprise technology projects.
  • 10+ years of experience interpreting contractual requirements and managing vendor accountability.
  • 10+ years of experience with data integration, data quality, and SDLC methodologies.
  • 10+ years of experience with IT security controls and governance practices.
  • 10+ years of hands-on experience with:
    • PeopleSoft FSCM and/or HCM 9.2
    • PeopleTools
    • PeopleCode
    • Application Designer
    • SQL
    • PS Query
    • SQR
    • Application Engine
    • Oracle Database 11g or higher
  • 10+ years of experience supporting large multi-agency ERP production environments.
  • 10+ years of experience with IT service desk operations and ITIL methodologies.
  • 5+ years of experience designing and maintaining enterprise reporting frameworks supporting large multi-tenant organizations.

Preferred Qualifications:

  • Experience with software and hardware management best practices.
  • Experience supporting legacy statewide financial systems.
  • Experience developing technical specifications for IT procurements.
  • Experience evaluating enterprise software and technology solutions.
  • Strong knowledge of enterprise architecture frameworks, governance models, and modernization strategies.
