The Air District is currently accepting applications for the position of Senior Systems Analyst in the Enterprise Technology Solutions Division. This is a promotional recruitment for three (3) vacancies which are full-time, represented positions.

About the Position

In this role, you will collaborate with IT and cross-functional teams to design, implement, and maintain enterprise IT systems and solutions spanning Power Platform development, database administration, and business intelligence reporting. Responsibilities include defining and documenting business requirements, developing Power Apps and Power Automate workflows, designing and managing database structures and data pipelines, integrating secure and efficient data connections across multiple sources, and creating insightful dashboards and reports with Power BI. As a technical leader, you will ensure accuracy, timely delivery, and ongoing maintenance of applications and data systems that optimize processes, improve data integrity, and enable informed decision-making. This position requires a strong customer focus, with the ability to understand unique business needs, deliver user-friendly solutions, and ensure seamless implementation in support of the Air District's mission.

The Air District is currently recruiting for the following three (3) vacancies:

  1. Microsoft Power Platform Development

As a Senior Systems Analyst in the Enterprise Technology Solutions section, you will serve as a technical lead partnering with IT and cross-functional teams to design, implement, and maintain Power Platform solutions. This role is responsible for defining and documenting business requirements; architecting Power Apps and Power Automate workflows; implementing secure data integrations using Dataverse and other data sources; and developing Power BI dashboards that transform complex data into actionable insights.

In this capacity, you will lead project delivery by coordinating across diverse teams, managing competing priorities, tracking milestones, and resolving complex technical challenges. Success in this role requires the ability to communicate effectively with both technical and non-technical audiences, ensuring solutions are user-friendly, aligned with business needs, and capable of streamlining processes, improving data quality, and advancing the Air District's mission.

  1. Database Administration (DBA)

The Senior Systems Analyst (Database Administration) serves as the technical lead for enterprise database systems supporting all critical agency operations, reporting, and regulatory programs. This position is responsible for database architecture, administration, performance tuning, system reliability, data integration, security, backup and recovery, and database modernization initiatives.

The ideal candidate has strong experience administering Microsoft SQL Server environments, troubleshooting complex database issues, optimizing performance, and supporting enterprise applications in both on-premises and cloud-based environments.

  1. Power BI Developer / Report Writer

The Senior Systems Analyst (Power BI Developer / Report Writer) serves as the technical lead for enterprise reporting, analytics, dashboard development, and business intelligence solutions supporting agency operations and decision-making. This position works closely with business stakeholders to design, develop, optimize, and maintain Power BI reports, dashboards, semantic models, and data visualizations. The role also supports data analysis, reporting automation, and enterprise analytics initiatives using modern Microsoft data platform technologies.

The ideal candidate combines strong Power BI technical skills with data analysis, SQL development, visualization design, and stakeholder communication abilities.

The Enterprise Technology Solutions Division provides technology, data, and digital services that support the Air District's mission and business operations. The division is responsible for enterprise applications, data management, business intelligence, system integration, cloud technologies, digital services, records management, and information security. DISTINGUISHING CHARACTERISTICS

This is the advanced lead level in the systems analyst series. Incumbents perform complex work, provide lead direction to project teams, resolve complex issues and provide advanced technical solutions.

This class is distinguished from Principal Systems Analyst in that the latter provides a higher level of leadership and broader scope of responsibility. This class is also distinguished from Supervising Systems Analyst, in that the latter assigns, supervises, and evaluates the work of assigned staff on a continuing basis.

Supervision is provided by a supervisor or manager. No supervision is exercised over others.

Resolves complex technical issues, including root cause analysis and system optimization.

Provides advanced troubleshooting for on-premises and cloud-based systems.

Collaborates with stakeholders to understand requirements and recommend solutions.

Prepares and delivers presentations, training, and technical documentation.

Ensures systems adhere to organizational policies and regulatory requirements.

Implements best practices for system security and data protection.

Leads IT initiatives, including planning, resource allocation, and tracking milestones.

Minimum Qualifications

The items listed below are the minimum requirements for this classification.

Bachelor's degree from an accredited college or university in computer science, information technology, or a closely related field and three years of experience in IT systems analysis, design, and project management, including significant experience in complex IT environments.

Any equivalent combination of education and experience that provides the necessary qualifications to successfully perform the duties of the position will be considered.
