JOB ANNOUNCEMENT FINANCIAL PLANNING ANALYST-EXCLD DEPARTMENT OF HOUSING Bureau of Housing Development Number of Positions: 2 (additional vacancies possible pending budget approval) Starting Salary: $89,112.00 New hires are paid the starting rate. Current employees' pay rate is determined by their job title and years of service Applications for this position will be accepted until 11:59pm CDT on 07/06/2026 Under direction, performs financial planning, underwriting, and financial analysis of requests for Low Income Housing Tax Credits, Community Development Block grant (CDBG), HOME, and other sources of funding assistance for affordable housing developments. ESSENTIAL DUTIES * Forms and manages relationships with development team, lending partners, public officials, other Department of Planning & Development (DPD) city staff and management, delegate agencies, community organizations, and other related parties, to successfully implement development programs and projects * Evaluates applications for new construction, rehab projects, and preservation; analyzes financial feasibility and public benefit; and ensures alignment with City affordability, community development objectives, and program requirements * Underwrites and coordinates complex financial structures involving resources such as HOME or CDBG loans, low income housing tax credits, Illinois affordable housing and historic tax credits, tax-exempt bonds, and Tax Increment Financing (TIF). Coordinates underwriting with all parties in conformance to applicable regulations and policies per DPD standards * Prepares clear underwriting and policy reports and recommendation memos that address feasibility, compliance, and impact/outcomes; presents recommendations to internal and external committees and public bodies (e.g., TIF Request Review, Community Development Commission) * Coordinates with City staff and partners as needed on plans for land and building acquisition and disposition, site improvements, demolition, rights-of-way changes, environmental clearance, and other predevelopment requirements necessary for development projects * Monitors and reports on the operational and financial performance of the portfolio relative to development pro formas and benchmarks. Prepares operational and financial performance analyses, conducts research, and prepares narrative reports and proposals * Assesses the properties long-term financial sustainability based on the review and analysis of audited financial statements and operational performance. Develops and implements turnaround plans as needed * Identifies key underwriting risks (construction, operating, compliance, market, sponsor capacity) and proposes mitigations, conditions, and monitoring approaches in coordination with asset management as needed. Prepares PowerPoint and Word reports and presents proposals to Project Round Table, Design Review, and Executive Project Review meetings * Completes all pertinent documents and data checks and notifies all involved parties in accordance with departmental procedures by established deadlines * Represents Department of Housing (DOH) in public meetings and stakeholder forums; communicates deal structure and community benefits clearly Additional duties may be required for this position Location: 121 N LaSalle Street, 10th floor Days: Monday - Friday (weekend hours may be required) Hours: 9:00am - 5:00pm (evening hours may be required) THIS POSITION IS IN THE CAREER SERVICE Qualifications
