This is a position-specific recruitment. The resulting list of eligible candidates will be used to fill this Maryland Transportation Authority (MDTA) position/function only. All interested persons will need to re-apply for any future recruitment conducted for this classification.

The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work: The Intelligent Transportation Systems (ITS) Assistant Manager position assists the ITS Operations Manager in planning, enhancing, managing, and safeguarding the technological frameworks that support the ITS infrastructure for the MDTA. The position assists in the design, implementation, and integration of communications, engineering, and ITS infrastructures for radio networks, emergency radio systems, digital microwave equipment, fiber optic networks, and dispatch operations center network equipment.

Duties of this position include, but are not limited to, the following:

  • Support the development of strategic plans for upgrading and expanding ITS infrastructure;
  • Participate in the establishment of goals for ITS programs;
  • Engage in project oversight activities to ensure adherence to quality standards, legal requirements, work progress, and performance metrics;
  • Provide operational support for the safety and functionality of the CHART Program;
  • Assist in the testing and validation of new ITS installations and system upgrades;
  • Monitor the activities of technical staff and contractors involved in ITS maintenance and operations;
  • Prepare reports documenting the progress and outcome of ITS projects;
  • Support the management, procurement, installation, and maintenance of VoIP network equipment;
  • Assist in the oversight of ITS project budgets;
  • Contribute to managing the scope of work for contractors and consultants;
  • Participate in stakeholder meetings;
  • Provide coordination of emergency responses, communication strategies, and contingency plans for ITS operations; and
  • Assist in guiding large-scale, mission-critical programs to foster innovation and strategic integration of new ITS technologies.

Employees in this position will report directly to the Intelligent Transportation Systems Manager. The current vacancy is located in Rosedale, MD but will be moving to Baltimore, MD.

Employees are considered "Essential Employees" and are subject to call-in 24 hours a day, as may be required in order to maintain continuous operation of a facility. Employees may be required to work rotating shift work, to include evenings, nights, weekends and holidays. In the event of hazardous weather or highway conditions, employees will be called to duty during off-hours in order to maintain and repair equipment. This work may be performed either outdoors under all weather conditions or inside a building. On some assignments, employees may be required to move objects weighing over 50 pounds.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of experience in administrative staff or professional work. **Two years of this experience must include lead worker or supervisory experience associated with intelligent transportation system traffic control systems, wireless communications, and networks.

Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skills, and abilities). No substitutions are allowed for a Selective Qualification.

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Licenses & Certifications

Employees in this classification will be assigned duties which require the operation of a motor vehicle. Employees must possess and maintain a Driver's License valid in the State of Maryland. Applicants must list the license number and date of expiration on the application.
