Contingent Contract Award ONSITE-Mechanicsburg, PA Anticipated State date 9/1/2026 Connected Logistics is seeking to hire a Computer Systems Analyst, Intermediate in partnership with the Lead to analyze and develop computer software possessing a wide range of capabilities, including numerous engineering, business, and records management functions. Key Responsibilities
- Analyzes user interfaces, maintains hardware and software performance tuning, analyze workload and computer usage, maintain interfaces with outside systems, analyze downtimes, analyzes proposed system modifications, upgrades, and new COTS.
- Provides support in the design, development, testing, implementation, and documentation of new software and enhancements of existing applications from which programmers prepare detailed flow charts, programs, and tests.
- Coordinates closely with programmers to ensure proper implementation of program and system specifications.
- Prepares milestone status reports and deliveries/presentations on the system concept to
- colleagues, subordinates, and end user representatives.
Additional Responsibilities Business Analysis & Requirements Gathering
- Engage with stakeholders to understand business needs, processes, and system requirements.
- Facilitate requirements elicitation sessions, including workshops and interviews.
- Document functional requirements, user stories, process flows, and use cases.
- Define and refine business rules and logic to support system functionality.
Solution Design & Validation
- Collaborate with architects, developers, and UX designers to create functional specifications.
- Ensure that proposed solutions align with business goals and regulatory requirements.
- Support system configuration, data mapping, and integration planning.
- Assist in the development of wireframes, prototypes, and mockups.
Testing & Quality Assurance
- Develop and validate test cases to ensure system functionality meets business requirements.
- Participate in user acceptance testing (UAT) and support defect resolution.
- Provide guidance on functional test scenarios and expected outcomes.
Stakeholder Engagement & Communication
- Serve as a liaison between business users and development teams.
- Communicate requirements, priorities, and constraints effectively across teams.
- Prepare and deliver presentations, reports, and documentation as needed.
- Manage expectations and ensure alignment between business and IT teams.
Process Improvement & Best Practices
- Identify opportunities for process optimization and automation.
- Advocate for best practices in functional analysis and documentation.
- Support change management initiatives related to system implementations and enhancements.
Agile Team Leadership
- Act as a key contributor within Agile teams, supporting backlog refinement and sprint planning.
- Foster a collaborative team environment and drive Agile best practices.
- Work closely with the Product Owner to ensure backlog items are well-defined and prioritized.
- Provide insights into business impacts and dependencies during sprint planning.
- Facilitate cross-functional collaboration between developers, testers, and business stakeholders.
- Mentor junior analysts in Agile methodologies and functional analysis best practices.
Requirements
- BA/BS in a technical discipline with at least ten (10) years of experience.
- Have supported DoD or Federal Oracle shared service providers on an Oracle EBS R12.2 platform or higher.
- Strong analytical and problem-solving skills.
- Excellent verbal and written communication abilities.
- Proficiency in business process modeling (BPMN, UML, or equivalent).
- Experience with Agile, Scrum, or SAFe methodologies.
- Familiarity with enterprise software, ERP, or custom application development.
- Ability to manage multiple projects and priorities effectively.
- Ability to work on site.
- U.S. citizen with a current T3 investigation.
Preferred Experience
- Prior experience supporting the DLA Defense Property Accountability System (DPAS) or the DLA Enterprise Logistics Management System (ELMS).
