SCOPE OF WORK

In this role, you will directly impact bid competitiveness and estimating quality by leading complex estimating efforts for Estimating scope. You will perform advanced technical reviews, negotiate with vendors, and develop detailed cost estimates that reflect execution risks and opportunities. Your expertise will mentor junior estimators, strengthen estimating accuracy, and ensure deliverables support successful project awards and profitable execution.

ROLES AND RESPONSIBILITIES

  • Embodies and drives Moss' safety standards

  • Perform and ensure team compliance with document reviews, SOW reviews, and technical reviews using standardized checklists

  • Validate vendor and subcontractor bids through structured de-scoping meetings

  • Incorporate lessons learned into electrical estimating to eliminate repetitive errors

  • Ensure the Project Book, Basis of Bid, and Qualifications are complete and accurate before submission to Preconstruction Management

  • Lead checkpoints with estimator-doers, ensuring bid philosophy and major scope changes are effectively communicated

  • Oversee team execution of quantity takeoffs, document reviews, and estimate compilation for multiple projects

  • Direct resource assignment to ensure estimating deliverables (pricing, schedules, alternates) meet bid due dates without delays

  • Drive vendor engagement, ensuring timely delivery of pricing and required bid support

  • Responsible for ensuring the overall production and quality of electrical estimates for projects

  • Responsible for timely vendor/sub pricing requests and enforces established due dates

  • Validate pricing assumptions, vendor terms, and subcontractor strategies to safeguard budgets

  • Identify risks, alternatives/options, and constructability considerations that may affect financial outcomes

  • Guide team in balancing cost competitiveness with quality

  • Help mentor and develop Project Engineers and Leads by delegating responsibilities across programs

  • Provide technical leadership on proper RFI writing, bid compilation, and technical review practices

  • Facilitate communication between estimating teams and other stakeholders

  • Hold accountability for team readiness in bid meetings, turnover sessions, and client-facing Q&As

  • Facilitate knowledge transfer through site visits, workshops, and lessons learned sessions

  • Leads Estimator-doer checkpoints and sign-off meetings to align on bid philosophy

  • Performs other duties as assigned.

JOB REQUIREMENTS

  • Demonstrate advanced knowledge of electrical estimating systems, codes, safety regulations, and vendor markets; anticipates scope nuances and innovations

  • Strong grasp of project sequencing, estimating workflows, and bid strategy alignment; coordinates across multiple projects and functional groups

  • Proficient at validating cost inputs/outputs and evaluating downstream project impacts; ensures accurate contingencies and pricing integrity

  • Knowledge of civil construction processes and owner requirements

  • Clearly conveys strategy and expectations; provides guidance and training to team members and communicates effectively with vendors and clients

  • Advanced in preconstruction and estimating tools/methods (MS Office, BlueBeam, and estimating software)

  • Leads complex takeoffs, technical bid reviews, and de-scope meetings; provides advanced oversight across multiple projects

  • Anticipates estimating risks early; develops mitigation strategies and ensures adherence to deadlines

  • Builds and maintains relationships with cross-functional colleagues, vendors, and clients; trusted to represent the estimating function

  • Displays high technical acumen to translate complex electrical designs into defensible, risk-adjusted estimates

  • Balances hands-on execution and delegation; ensures accuracy and timeliness from the team

  • Demonstrate a continuous improvement mindset; integrate lessons learned to raise organizational standards

  • Continuously improves estimating practices and drives accountability

  • Adaptability with different management styles

  • 5+ years in estimating or project management roles; Bachelor's degree preferred

  • Willingness to travel as needed to support project execution.
