This is a temporary position. Temporary positions offer some paid leave and may offer partially subsidized state health benefits.
The State Highway Administration's (SHA) District 5 (Anne Arundel County) is currently recruiting for a HR Specialist (Administrative Officer I) position. This position is open to anyone who meets the minimum and selective qualifications listed below.
This announcement may also be used for future vacancies throughout the State of Maryland for SHA

Nature of Work: This position provides administrative and professional assistance to the Assistant Administrative Section Chief, Administrative Section Chief, Administrative Assistant, and other team members in the District 5 Administrative section (Human Resources, Training and Performance Excellence sections. The incumbent is responsible for applying a variety of personnel policies and procedures to accomplish their daily work and managing the employee record and filing systems. Assist hiring managers with preparing selection plans for District and shop vacancies. Obtain required signatures from District Engineer and Equal Opportunity Officer and forward selection plant to recruitment and Examination Section for approval. Print TSHRS and DBAM job announcements, post on District bulletin board, place copy of announcement in appropriate file and forward announcement to District 5 employees via e-mail. Review and contact candidates on eligible list using various systems. Work with panels on setting interview dates, set up interview times. Set up PPP appointments and manage background investigation paperwork and pre/post-employment documentation. Receive interview summary from hiring manager, review for error/omissions, obtain required signatures and submit to R&E for review and approval and submit cleared eligible list. Notify hiring manager when an offer can be made and provide pertinent offer information to include salary, potential start date and any script that must be used to make an offer. This position will also assist with open enrollment and helping staff log into Workday and OSCTS. This position will also serve as the timekeeper for the district office and the backup for shop timekeeping duties.

Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: One (1) year experience in administrative or professional work.
Selective Qualification: One (1) year of the required experience must have involved experience applying personnel policies and procedures in one or more of the following areas: recruitment practices, retirement and health benefits, payroll and/ or timekeeping

Notes:
1. Candidates may substitute education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
