This position is located at the NASA Stennis Space Center, Mississippi.
Job Overview
Nova Space Solutions (NSS) is seeking a Subcontract Administrator to support procurement and subcontract administration activities for NASA operations. This position supports the full subcontract lifecycle, including solicitations, supplier/subcontractor evaluation, negotiations, award documentation, compliance monitoring, modifications, and closeout in accordance with company policies, contractual requirements, and applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) requirements.
Responsibilities
Essential Job Duties:
- Review purchase requisitions for accuracy, completeness, and compliance with procurement requirements.
- Prepare and issue requests for bids, quotes, proposals, or offers.
- Assist in determining agreement type, method of award, and acquisition strategy.
- Ensure appropriate FAR/DFARS clauses and contractual requirements are included in subcontract documents.
- Participate in the development of specifications, standards, and acquisition documentation.
- Evaluate supplier/subcontractor pricing, terms, and proposals.
- Conduct price and cost analysis and coordinate technical or legal reviews as needed.
- Prepare source selection documentation, subcontract award documents, and supporting acquisition files.
- Negotiate with suppliers and subcontractors, including pricing, terms, change orders, modifications, and terminations.
- Administer subcontracts from award through closeout.
- Monitor subcontractor and supplier performance and compliance with agreement provisions.
- Review subcontractor insurance certificates for compliance with subcontract terms.
- Receive and submit receiving reports to Finance and resolve discrepancies.
- Maintain approved supplier/subcontractor lists and subcontract files.
- Communicate procurement and subcontract status, issues, timelines, and required actions to appropriate personnel.
- Perform other duties as assigned.
Key Responsibilities:
- Support compliant and timely procurement and subcontract administration activities.
- Apply company procurement policies, procedures, and federal contracting requirements.
- Maintain accurate subcontract documentation, records, and reports.
- Build effective working relationships with suppliers, subcontractors, Finance, Operations, and internal stakeholders.
- Exercise sound judgment while managing routine subcontract actions and resolving issues.
- Support cost control, supplier performance, and contract compliance objectives.
Job Requirements
Mandatory:
- High school diploma or equivalent.
- Minimum of six (6) months of specialized government purchasing, procurement, subcontract administration, or related experience.
- Working knowledge of FAR/DFARS contracting policies and procedures.
- Knowledge of federal government procurement specifications and standards.
- Proficiency with Microsoft Office applications and general office systems.
- Strong written and verbal communication skills.
- Intermediate analytical, negotiation, organizational, and recordkeeping skills.
- Ability to maintain accurate files, prepare reports, and meet deadlines.
- Ability to work professionally with a variety of internal and external stakeholders.
- Ability to exercise independent judgment and manage potentially stressful situations.
- Valid driver's license and ability to provide driving record upon request.
- Ability to obtain and maintain required NASA site access and credentials.
- Ability to pass required background screening and drug testing.
Preferred:
- Experience supporting NASA, Federal, or government contractor environments.
- Experience with subcontract administration, supplier management, or government procurement.
- Familiarity with labor requirements related to construction and service contracts.
- Experience maintaining approved supplier lists, subcontract files, or procurement documentation systems.
Working Conditions:
- Work is performed primarily in an office environment.
- Frequent interaction with suppliers, subcontractors, Finance, Operations, and internal stakeholders.
- Occasional visits to warehouse, operational, or industrial areas may be required.
Physical Requirements:
- Ability to operate a computer and standard office equipment for extended periods.
- Ability to sit, stand, walk, bend, reach, and move throughout the workday as needed.
- Ability to lift and carry light office materials as required.
