Job Summary

Project Manager is responsible for staff supervision, implementation and compliance of the custodial contract at Hill Air Force Base (HAFB).

Primary Duties

  • Responsible for maintaining and executing the goals and objectives of the HAFB contract requirements while answering and or resolving any customer complaints from the Contract Management team.
  • Perform supervisory tasks to include, but not limited to; establishing work standards, work schedules, attendance of employees, quality assurance checks, provides training and resolves employee issues including delivering disciplinary actions when needed.
  • Responsible for all aspects of the project lifecycle: planning, scope definition, design, execution, and delivery.
  • Track progress against milestones, budgetary guidelines, or other performance indicators, and prepares reports for Senior Management.
  • Assist with the selection, negotiation, and managing of all activities regarding external consultants or vendors.

Additional Responsibilities

  • Coordinate with Rehabilitation Services and Job Coaches to identify employee training needs, provide developmental support, and implement strategies that enhance employee performance and skill development.
  • Serve as the primary liaison with project personnel, ensuring compliance with contractual obligations and addressing routine operational matters in a timely and professional manner.
  • Manage daily payroll activities, including resolving timekeeping discrepancies, correcting leave records, and collaborating with Payroll to ensure accurate employee compensation.
  • Monitor supply inventory and usage, coordinate procurement through Operations, and ensure resources are available to support contract requirements.
  • Participate in weekly Operations and Job Coach meetings to discuss staffing needs, operational challenges, employee support efforts, and strategies for continuous improvement.
  • Document employee performance, provide ongoing feedback, support annual evaluations, and submit disciplinary documentation in a timely and accurate manner.
  • Collaborate closely with the Operations team to develop efficient work routes, allocate resources, and ensure personnel, vehicles, equipment, and supplies are available to meet contract requirements.
  • Train and mentor supervisors in leadership, employee development, and effective supervisory practices to promote a productive and engaged workforce.
  • Perform other related responsibilities as assigned.

Qualifications: Education, Experience, and Certification(s)

  • High school diploma or General Educational Development (GED) required. Associates degree preferred.
  • Two to four years of related experience required.
  • Valid driver's license and/or access to reliable transportation to perform work-related travel required. Eligible drivers must have a good motor vehicle record (MVR).
  • Experience administering AbilityOne contracts and knowledge of the AbilityOne and SCA regulations and processes preferred.
  • Experience working with adults with disabilities preferred.
  • Bilingual in Spanish is preferred.
  • Pass and maintain HAFB background security clearance required.

  • Proficient written and verbal communication skills in English.
  • Able to demonstrate the ability to train, coach, motivate, develop and lead a team.
  • A self directed individual with excellent time management skills.
  • Ability to work well under pressure and meet deadlines.
  • Ability to respond effectively to the most sensitive inquiries or complaints.
  • Must be familiar with Microsoft Office and possess the ability to become familiar with corporate-specific programs and software.

Work Environment

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee is working inside buildings and occasionally exposed to various types of weather if walking between work sites. The noise level in the work environment is usually quiet to moderate unless working on the flightline which is moderate to loud.
