THE POSITION

Take on a leadership role that influences key environmental decisions for the Commonwealth. As a Civil Engineer Manager (Hydraulic) with the Department of Environmental Protection, you will coordinate complex permit reviews and direct technical staff. This position offers an opportunity to apply engineering judgment while supporting the protection of waterways and natural resources. DESCRIPTION OF WORK

This position leads the Encroachments Section and oversees staff who review Water Obstruction and Encroachment permits and related regulatory responsibilities. It supports consistent program decisions, technical review accuracy, and coordination across agencies and partners. As a Civil Engineer Manager (Hydraulic), you will perform the following duties:

  • Staff Leadership: Supervise technical employees, assign workloads, review work products, and provide training and guidance
  • Permit Oversight: Manage completeness and technical reviews for Chapter 105 applications and support related Chapter 102 reviews
  • Regulatory Interpretation: Apply environmental laws and regulations and advise staff, applicants, and partner agencies
  • Program Coordination: Participate in meetings with internal and external partners and support statewide consistency in permitting efforts
  • Technical Review: Evaluate emergency requests, waiver recommendations, and Records of Decision for accuracy and compliance
  • Data Monitoring: Track permit timelines, assess workloads, and ensure accurate data entry into required systems

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Some travel may be required
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Four years of professional civil engineering experience which includes three years in the appropriate specialty and one year of experience in directing the work of civil engineers.

Special Requirement:

  • This position requires possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.

Condition of Employment:

  • This position requires possession of a valid driver's license.
