THE POSITION

DESCRIPTION OF WORK

This position investigates and conciliates complaints of alleged discrimination primarily in employment and public accommodations. Work involves assessing jurisdiction, drafting and investigating complaints of discrimination, facilitating settlement processes, and making recommendations based on investigation findings. As a Human Relations Representative 1, you will perform the following duties:

  • Case Investigation: Review newly docketed complaints, conduct preliminary case analyses and fact findings, ensure all appropriate source documents are requested and received within appropriate timeframes, and develop investigative plans for review
  • Stakeholder Communication: Perform initial contact with all parties; conduct thorough interviews to discuss complaint allegations, explore settlement possibilities, and answer procedural questions
  • Complaint Conciliation: Schedule and oversee conferences to facilitate the settlement process; communicate settlement proposals, draft written agreements after successful negotiations, and recommend a public hearing where conciliation is unsuccessful
  • Report Writing: Analyze information from interviews, fact findings, and documentation; draft thorough and comprehensive reports of investigation findings with recommendations for final approval
  • Legal Collaboration: Provide relevant information to help the legal department with further case processing, serve subpoenas after legal review and approval, and testify at public hearings and civil proceedings when necessary
  • Caseload Documentation: Record all events, correspondence, and other required information for each assigned case

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to three days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Human Relations Representative Trainee (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of professional administrative investigative, criminal investigative, regulatory investigative, civil rights, or human rights experience involving gathering evidence, interviewing, and reporting investigative findings; and a bachelor's degree that includes 12 credits in human resources, labor management relations, civil rights, social work, social justice, public policy, public administration, or a related field; or
  • An equivalent combination of training and experience that includes 12 college credits in human resources, labor management relations, civil rights, social work, social justice, public policy, public administration, or a related field.
