Location: Huntsville, AL (Marshall Space Flight Center)

Job Status: Full-Time

Travel: Limited, as needed

Join the NASA CPSS II team at Marshall Space Flight Center as a Program Analyst 4 to support the Science and Technology Office (STO). This is your opportunity to contribute to the Artemis missions and shape the future of space exploration.

Job Responsibilities
  • Independently monitor and analyze program status on a daily basis to assess cost, schedule, technical performance, and overall program health.

  • Provide strategic support to the Program Management Office (PMO) in all aspects of project controls, business management, program analysis, and performance reporting.

  • Lead data management, analysis, and reporting efforts to support program execution, executive decision-making, and continuous process improvement.

  • Develop, analyze, and report key program performance metrics, identifying trends, risks, opportunities, and corrective actions.

  • Support Planning, Programming, Budgeting, and Execution (PPBE) activities, including budget development, execution monitoring, and financial planning.

  • Lead or support performance improvement initiatives, identifying root causes of performance issues and recommending corrective actions.

  • Conduct complex evaluations of existing processes, procedures, models, systems, and contractual requirements, preparing formal analyses and recommendations for program leadership.

  • Develop and maintain Work Breakdown Structures (WBS), WBS dictionaries, Performance Measurement Baselines (PMBs), and integrated cost and schedule baselines.

  • Develop and maintain Estimates at Completion (EACs) and perform comprehensive financial analyses in accordance with applicable policies and procedures.

  • Analyze Resource Loaded Networks (RLNs), integrated schedules, and critical path activities to assess program performance and forecast execution risks.

  • Implement and maintain Earned Value Management (EVM) methodologies, performing cost and schedule variance analyses and recommending corrective actions.

  • Perform forecasting, trend analysis, resource analysis, and data-driven assessments to support program planning and execution.

  • Serve as the subject matter expert (SME) for Earned Value Management (EVM), ensuring compliance with ANSI/EIA-748 guidelines and customer requirements.

  • Lead or support Integrated Baseline Reviews (IBRs), including development and maintenance of the Performance Measurement Baseline (PMB), management reserve administration, and EVM reporting.

  • Collaborate with program managers, project controls personnel, finance, engineering, customers, and stakeholders to ensure successful program execution.

  • Prepare executive-level reports, briefings, and analyses supporting program reviews and strategic decision-making.

  • May provide supervisory or management support for project controls, business management, or program analysis personnel.

Minimum Qualifications
  • MS/MA.

  • 12-15 years of applicable professional experience, including 8-12 years supporting government or aerospace industry programs.

  • Extensive experience supporting Program Management Office (PMO) operations, project controls, business management, and program performance analysis.

  • Advanced knowledge of Earned Value Management (EVM) principles and ANSI/EIA-748 Earned Value Management System (EVMS) guidelines.

  • Demonstrated experience establishing and maintaining Performance Measurement Baselines (PMBs), Work Breakdown Structures (WBS), and WBS dictionaries.

  • Experience developing Estimates at Completion (EACs), conducting financial analyses, and supporting program forecasting.

  • Experience analyzing Resource Loaded Networks (RLNs), integrated schedules, and critical path methodologies.

  • Strong understanding of cost, schedule, and technical performance integration within complex government or aerospace programs.

  • Experience leading or supporting Integrated Baseline Reviews (IBRs) and administering management reserve.

  • Proficiency with commercial EVM and project controls software, such as Deltek Cobra, Empower, Primavera P6, Microsoft Project, or equivalent tools.

  • Strong analytical, organizational, problem-solving, and decision-making skills.

  • Excellent written and verbal communication skills, including experience preparing executive-level briefings and reports.

  • Ability to obtain and maintain any required security clearance, if applicable.

Preferred Qualifications
  • Experience supporting NASA, DoD, or other Federal government programs.

  • Professional certification such as Earned Value Professional (EVP), Project Management Professional (PMP), or equivalent.

  • Experience leading complex EVM implementations, compliance assessments, and surveillance activities.

  • Knowledge of integrated project controls, schedule risk analysis, and resource planning methodologies.

  • Previous experience providing technical leadership or supervisory support within a Program Management Office (PMO) or project controls organization.
