Position Summary
Winston-Salem State University is seeking an Emergency Management Specialist.
The Emergency Management Specialist supports Winston-Salem State University's emergency management, preparedness, response, recovery, mitigation, and business continuity programs. The position works closely with University departments, the State of North Carolina, local emergency management agencies, public safety agencies, and other external partners to strengthen the University's ability to prepare for and respond to emergencies.


The position assists with compliance with applicable State of North Carolina emergency management requirements, federal emergency management standards, the National Incident Management System ( NIMS), Incident Command System ( ICS), and other applicable laws, regulations, policies, and best practices.

Responsibilities of the Emergency Management Specialist include:

  • Assist with the development, implementation, and maintenance of the University's Emergency Operations Plan, Continuity of Operations Plans (COOP), departmental emergency plans, and related procedures.
  • Support coordination with the North Carolina Department of Public Safety, North Carolina Emergency Management, local emergency management agencies, law enforcement, fire/rescue, EMS, and other state and local partners.
  • Assist with ensuring University emergency management programs align with applicable State of North Carolina requirements, NIMS, ICS, FEMA standards, and University policies.
  • Coordinate and support emergency preparedness training, drills, tabletop exercises, functional exercises, and full-scale exercises.
  • Assist with maintaining the University's Emergency Operations Center (EOC) readiness, including procedures, equipment, contact information, and resource documentation.
  • Monitor severe weather, hazardous conditions, public safety incidents, and other threats that could affect University operations.
  • Support emergency response activities and EOC operations during activations.
  • Assist with developing and coordinating emergency notifications, alerts, and crisis communication procedures.
  • Maintain an organized repository of emergency plans, policies, procedures, maps, contact lists, training records, and other critical emergency management documents.
  • Conduct emergency preparedness and operational assessments and identify opportunities for risk reduction and mitigation.
  • Assist departments with developing and maintaining continuity plans for critical University functions.
  • Coordinate after-action reviews following emergencies, exercises, and significant incidents.
  • Assist with emergency preparedness planning for major University events, including athletics, commencement, homecoming, concerts, and other large gatherings.
  • Develop and track corrective action plans to address findings identified through exercises and actual incidents.
  • Participate in University emergency management committees, planning groups, and interagency meetings.
  • Assist with maintaining emergency supplies, equipment, response resources, and inventories.
  • Provide emergency management guidance and technical assistance to faculty, staff, administrators, and University departments.
  • Assist with maintaining required emergency management training and certification records.
  • Support grant applications, emergency management funding opportunities, and reporting requirements when applicable.
  • Perform other duties as assigned by the Director of Emergency Management.

Department Required Skills

  • Bachelor's degree in Emergency Management, Homeland Security, Public Safety, Criminal Justice, Public Administration, Disaster Management, or a related field.
  • Experience in emergency management, disaster preparedness, public safety, business continuity, crisis management, or a related field.
  • Working knowledge of North Carolina emergency management structures, policies, and procedures.
  • Knowledge of NIMS and ICS principles.
  • Valid US Driver's License

Preferred Years Experience, Skills, Training, Education

  • Strong written, verbal, organizational, and analytical skills.
  • Ability to develop and maintain emergency plans and procedures.
  • Ability to work effectively with University personnel, government agencies, first responders, and community partners.
  • Ability to remain calm and make sound decisions during emergency and high-pressure situations.
  • Proficiency with Microsoft Office and emergency management-related technology.
