Appointment Type: Full-Time Regular (FTR)

Location: Oak Ridge, TN

*Salary Range: $83,803 - $116,576

PURPOSE:

Provides operational oversight for Records, Property, and Relocation Services (RPRS) and Transportation Services (TS) to ensure efficient, compliant, and customer-focused support across the organization. Oversees records management, property and fleet operations, transportation, distribution, and mail services while ensuring compliance with Department of Transportation (DOT) regulations, Department of Energy (DOE) directives, ISO 9001 standards, and applicable requirements for Energy Employees Occupational Illness Compensation Privacy Act (EEOICPA) and Freedom of Information Act (FOIA) requests. Supports efficient operations, regulatory compliance, and customer service objectives in alignment with organizational goals and contractual obligations.



Responsibilities

Supervision and Leadership - RPRS & TS:

    Manages and oversees records, property, fleet, relocation service operations, shipping/receiving, packaging, stores, and mail room operations, including budget management, risk management, and short/long-term planning.
  • Directs and manages the EEOICPA project, which includes project management of all activities, submission of Field Work Proposals (FWP), and management of FOIA.
  • Oversees the departmental training and professional development program.
  • Manages the actions and responsibilities of RPRS and TS staff assigned to these functions.
  • Shares vision and direction of the organization and leads in a way that supports the mission, values, and goals of Oak Ridge Associated Universities (ORAU).
  • Establishes clear performance expectations for self and staff and ensures staff meet the desired outcomes.
  • Responsible for ensuring contractual requirements related to RPRS and TS are met under the Oak Ridge Institute for Science and Education (ORISE) contract.
  • Responsible for the protection of employees and subcontractors, which includes immediate action to correct and report on any workplace hazards, accidents, and implements an Integrated Safety Management (ISM) plan for RPRS and TS sections.

Direct and Manage - RPRS Section:

  • Manages and maintains records, property, and relocation service operations, including budget management, risk management, short/long-term planning, and Q/C of the RPRS team members' procedures.
  • Manages the EEOICPA project, which includes project management of all activities, submission of FWP's, and management of FOIA.

Direct and Manage - TS Section:

  • Manages and maintains shipping/receiving, packaging, stores, internal distribution, fleet, and mailroom services, including budget management, risk management, short/long-term planning, and Q/C of the TS team members' procedures.
  • Ensures proper packaging, labeling, and shipping for all materials, including hazardous waste/materials and radioactive waste/materials.
  • Conducts peer reviews and work with Environment, Safety, and Health (ES&H) on these shipments, including vendor support for the disposal of hazardous and radioactive waste.
  • Works with ORAU Human Resources Training and Development Department to ensure compliance with the training required for identified hazmat employees.

Compliance, Reporting, and Continuous Improvement:

  • Ensures that all weekly, monthly, and yearly reports are completed on time.
  • Audits household move, freight, vendor, and postal invoices to ensure correct rates are being applied.
  • Oversees function operations and activities to ensure employee and subcontractor safety and to ensure compliance with applicable laws, codes, regulations, and DOE directives.
  • Manages departmental policy and procedures and audit operations to verify accuracy and compliance.
  • Manages the department and implements continuous improvement processes.
  • Ensures departmental products and services meet customer needs and create a high level of customer satisfaction while promoting a safe work environment through prevention, leadership, and service.
  • Ensures RPRS and TS operations support maintenance of ISO 9001 and ISO 14001 certifications.

Policies and Procedures:

  • Develops, implements, and maintains comprehensive policies, procedures, and operational guidelines for all RPRS and TS functional areas to ensure compliance with DOE directives and other applicable federal, state, and regulatory requirements.
  • Updates and maintains the RPRS and TS components of the Facilities and Transportation Department (FTD) Continuity of Operations Plan (COOP) to ensure operational readiness and business continuity.
  • Develops, revises, and standardizes desktop procedures and job aids to promote consistency, efficiency, and regulatory compliance across operations.
  • Maintains and administers the Transportation Security Plan to ensure ongoing compliance and security preparedness.

Management and Organizational Representation:

  • Plans, prioritizes, and allocates staff resources to meet customer requirements and organizational objectives.
  • Ensures personnel are properly trained, certified, and compliant with established standards, safety protocols, and regulatory requirements.
  • Represents RPRS and TS in operational objectives related to property, records, household moves, fleet, shipping and receiving, packaging, stores, internal distributions, and mail services management.
  • Manages and leads the sections in the implementation and development of the Statement of Works (SOW).
  • Manages and leads the sections in safety and regulatory requirements.

Audits and Assessments:

  • Leads RPRS and TS in all internal and external audits and assessments with the support of Subject Matter Experts (SMEs), which includes preparation, active participation, completing implementation, and corrective action plans.
  • Responsible for all assessments/audits related to TS and RPRS, including the Packaging and Transportation, Records, Property, and Fleet assessments/audits.

Support to Director:

  • Provides data analysis, reporting, and operational insight to support the FTD Director in Performance Evaluation Measurement Plan (PEMP) reporting, budget oversight, project execution, customer deliverables, and administrative requirements.
  • Serves as delegated authority in the absence of the Director and contributes to department planning and decision-making.


Qualifications

Bachelor's degree in business, scientific, technical, education or related field and 6 - 10 years of job-related experience. An equivalent combination of education and experience performing duties as described may be substituted for the minimum requirements.

  • Must be knowledgeable and have an understanding of accounting, property, fleet, and records principles and regulations.
  • Project management skills to lead projects from inception and SOW to implementation.
  • Experience in budget management, risk management, and short/long-term planning.
  • Comprehensive understanding of property/fleet requirements which include risks associated with excessing lab equipment.
  • Good customer service techniques with demonstrated organizational skills.
  • Effective communicator and ability to resolve conflicts to effectively manage departmental staff.
  • Personnel management skills including communication, flexibility, problem solving, accountability, organization, and leadership.
  • Extensive understanding of the Federal Property Management and Fleet Regulations, Federal Acquisition Regulations (FAR), and DOE requirements to ensure all property and fleet requirements/regulations are effectively implemented and managed.
  • Thorough knowledge of DOE and National Archive and Records Administration (NARA) Records Management is a requirement. Due to the PII and confidentiality of records, the management of content and the lifecycle of the record must be carried out in accordance with DOE and NARA records regulations.
  • Experience with Sunflower property management system, Laserfiche electronic records management system, Gimmal paper record management system, or similar systems.
  • Knowledge of household carriers' responsibilities, Federal Motor Carrier Safety Regulations, and DOE orders to ensure they are applied within the contract effectively.
  • Must have or be able to obtain in-depth knowledge of U.S. Department of Transportation (DOT) regulations and procedures that govern the shipping and receiving of hazardous material and transportation procedures is required.
  • Certifications and Training:
    • Must have or be able to obtain required certifications within 60-90 days based on availability of training.
    • Must be trained/certified every three years in Export Property Controls.
    • Must have or be able to obtain Basic Hazardous and Radioactive Materials Certification and recertified every three years per 49 CFR and U.S. DOT regulations.
    • Must have or be able to obtain International Air Transport Association/International Civil Aviation Organization (IATA/ICAO) certification and recertified every two years.
    • Must have or be able to obtain Forklift Operator certification.

*The candidate's starting salary will be determined upon hire and ORAU will use salary survey data, internal comparators, and the candidate's qualifications to determine salary.
