THE POSITION

This Employment Facilitator position serves as a Business Services Representative with the Office of Vocational Rehabilitation (OVR) to help local employers find qualified job candidates from the communities we serve. OVR's Bureau of Blindness and Visual Services (BBVS) assist people who are blind or visually impaired with learning skills to live and work on their own. This role with the OVR, BBVS Altoona District Office builds business relationships, promotes OVR services, and participates in outreach activities. DESCRIPTION OF WORK

This role promotes OVR services and builds positive relationships with local employers, providers, and staff to help fulfill our mission of assisting Pennsylvanians with disabilities as they secure and maintain employment and independence. As a Business Services Representative, you will perform the following duties:

  • Employer Support: Serve as the single point of contact for local employer partners to help meet their hiring needs thorough OVR initiatives, incentives, and programs
  • Internal Collaboration: Help vocational rehabilitation counselors and other agency partners connect OVR customers with employment opportunities and resources
  • Relationship Building: Maintain active communication with employer partners and district office staff via phone, email, and virtual and in-person meetings
  • Program Promotion: Encourage employer and customer participation in on-the-job training, apprenticeships, paid work experiences, and other OVR programs and services
  • Community Outreach: Plan, promote, and participate in job fairs and related events; represent the district office as part of local employment organizations
  • Data Analysis: Research employment trends, employment barriers, and other labor market information and recommend potential outreach plans

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are typically 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch. This position's work hours are negotiable - 7.5 hour workday and lunch period is 30 minutes (or 60 minutes depending on work hours).
  • This position is eligible for Alternate Work Schedules (AWS).
  • Telework: You may have the opportunity to work from home (telework) part-time, upon successful completion of the training period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Altoona. However, the headquarters location may be flexible depending on the selected candidate. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $53,008 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • A bachelor's degree that includes 24 credits in the behavioral sciences; or
  • An equivalent combination of experience and training that includes 24 credits in the behavioral sciences.

Other Requirements:

  • You must be able to perform essential job functions.

Legal Requirements:

  • This position falls under the provisions of the Child Protective Services Law.
    • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
