We are seeking an experienced Contract Specialist II to support federal procurement activities from solicitation through contract administration. The ideal candidate will have experience with federal acquisition, procurement documentation, proposal and price evaluation, contract awards, modifications, contractor performance, and cost/price analysis.

Responsibilities
  • Prepare Requests for Quotations (RFQs), Requests for Proposals (RFPs), Invitations for Bids (IFBs), and related solicitation documentation.
  • Develop and prepare solicitation terms and conditions.
  • Coordinate solicitation postings through approved government procurement systems.
  • Respond to vendor questions and assist with the preparation and issuance of solicitation amendments.
  • Ensure solicitation documentation is accurate, complete, and compliant with applicable federal procurement requirements.
  • Receive, organize, and maintain contractor proposals and related documentation.
  • Compile and analyze contractor pricing information.
  • Evaluate price quotations for reasonableness and consistency with procurement requirements.
  • Conduct market research to support acquisition strategies and pricing decisions.
  • Assess contractor responsibility and document findings.
  • Prepare evaluation documentation and award recommendations.
  • Provide support to technical evaluation panels as requested.
  • Draft contract awards, purchase orders, and associated documentation.
  • Prepare award decision documentation and supporting acquisition records.
  • Coordinate required internal reviews and approvals.
  • Prepare and issue notifications to successful and unsuccessful offerors.
  • Establish and maintain complete and organized contract files.
  • Ensure award documentation complies with applicable federal requirements and agency procedures.
  • Review contract modifications and administrative changes.
  • Monitor contractor performance and assist with documenting performance-related matters.
  • Review invoices, funding documentation, and other contract-related financial records.
  • Provide administrative and technical support to Contracting Officers throughout the contract lifecycle.
  • Maintain complete, accurate, and compliant contract files.
  • Prepare contract modifications, amendments, and other administrative actions.
  • Assist with resolving contract administration issues and maintaining continuity throughout the period of performance.
  • Analyze contractor cost and pricing proposals.
  • Perform detailed price analysis to determine the reasonableness of proposed costs.
  • Evaluate cost realism when required.
  • Develop and document negotiation positions.
  • Support Contracting Officers during negotiations.
  • Prepare and maintain post-negotiation documentation and supporting analysis.
