Contract Specialist / Procurement Specialist

Location: Washington, DC - Northwest (NW)

Position Summary

We are seeking an experienced Contract Specialist / Procurement Specialist to support government procurement and contracting activities. This position will assist with the full procurement lifecycle, including solicitation preparation, proposal evaluation, contract awards, contract administration, and cost/price analysis.

The ideal candidate will have strong knowledge of government contracting and procurement procedures, excellent attention to detail, and the ability to prepare and maintain accurate contract documentation.

Key Responsibilities

Solicitation Development & Procurement Support

  • Prepare Requests for Quotations (RFQs), Requests for Proposals (RFPs), Invitations for Bids (IFBs), and related solicitation documents.
  • Develop solicitation terms, conditions, and supporting documentation.
  • Coordinate solicitation postings through approved government procurement systems.
  • Respond to vendor questions and assist with preparing solicitation amendments.
  • Ensure solicitation documents are accurate, complete, and compliant with applicable procurement requirements.

Proposal Evaluation Support

  • Receive, organize, and review contractor proposals and submissions.
  • Compile and analyze contractor pricing information.
  • Evaluate price quotations for reasonableness.
  • Conduct market research and gather relevant pricing information.
  • Assess contractor responsibility and supporting documentation.
  • Document evaluation findings and prepare award recommendations.
  • Provide support to technical evaluation panels as requested.

Contract Award Support

  • Draft contract awards, purchase orders, and related documentation.
  • Prepare award decision documentation and supporting materials.
  • Coordinate required internal approvals.
  • Prepare notifications to successful and unsuccessful offerors.
  • Assist with establishing and maintaining complete contract files.

Contract Administration

  • Review contract modifications and administrative changes.
  • Monitor contractor performance and contract compliance.
  • Review invoices, funding documentation, and other contract-related materials.
  • Assist Contracting Officers with day-to-day contract administration.
  • Prepare contract modifications and other administrative actions.
  • Ensure contract files remain complete, accurate, organized, and compliant with applicable requirements.

Cost & Price Analysis

  • Analyze contractor cost proposals and supporting documentation.
  • Perform price analysis and evaluate proposed costs.
  • Conduct cost realism analysis when required.
  • Develop and document negotiation positions.
  • Support contract negotiations and prepare post-negotiation documentation.
