Summary:

The Level III Grants Management SME provides senior-level expertise on federal grants, FEMA programs, program compliance, and complex grant-administration matters.


Responsibilities

Essential Job Functions:

  • Interpreting federal grant regulations, FEMA policies, notices of funding opportunity, and program guidance
  • Reviewing complex grant applications, awards, amendments, monitoring findings, and closeout matters
  • Advising FEMA on grant eligibility, compliance, risk, and corrective actions
  • Resolving escalated inquiries from recipients, applicants, and program personnel
  • Supporting program planning, implementation, and continuous improvement
  • Leading complex monitoring and compliance reviews
  • Developing guidance, procedures, decision papers, and technical-assistance materials
  • Reviewing the work of Level II SMEs for accuracy and consistency
  • Mentoring junior grants-management personnel
  • Supporting audit responses and resolution of questioned or unsupported costs

Qualifications

Necessary Skills and Knowledge:

  • Knowledge of grants management methods and procedures sufficient to administer awards and modifications
  • Ability to analyze recipient financial data and performance reports for compliance
  • Skill in written and oral communications to present analysis and findings
  • Skill in negotiation and resolution of issues with recipients and program officials
  • Ability to manage competing priorities and deadlines with moderate independence
  • Potential ability to analyze difficult grants management issues and identify alternative courses of action

Minimum Qualifications:

  • Bachelor's degree in a related field
  • Minimum 5 years of experience

Preferred Qualifications:

  • Advance degree and/or any related certifications

Pay and Benefits

The annual salary range for this position is $85,000 to $115,000.
