Instructional Systems Specialist

MINIMUM QUALIFICATIONS

Education:

Bachelors degree in instructional design or similar educational field.

Training and Experience:

5 years experience in professional experience working on a contract for the Navy Education Training Command, or one of its associated Learning Centers. Experience must pertain to the analysis of programs or systems relating to training systems. Must show evidence of experience or related experience in emerging technologies during the past three years, for example, CD-ROM, various LMSs, LAN/Internet/Intranet, browser-based applications, digital video, video teleconferencing, etc., for educational and/or training applications.

In lieu of the degree requirements or a degree in an indirectly related field, the contractor may submit candidates with special qualifications for consideration on a case-by-case basis by demonstrating how their special qualifications overcome and substitute the minimum education qualifications and/or experience combinations.

The following additional experience is required:

* Developing Job, Duty, Task Analysis

* Developing Front-End Analysis

* Developing Business Case Analysis

* Developing Training Situation Documents and associated components

The following additional experience is preferred:

* Experience in using Learning Analysis and Design (LEAD).

* Experience in derivative classification and applying Controlled Unclassified Information

requirements and portion marking materials using Security Classification Guides.

* Submarine experience.

Security Clearance:

Must possess and maintain a Secret security clearance.

DUTIES AND RESPONSIBILITIES

* Support educational design and development projects, applying at least five years of experience overseeing training system programs for military or DoD-related contracts.

* Design, develop, evaluate, and update training systems, courseware, and instructional materials using analysis-driven methodologies aligned with Navy/DoD standards.

* Conduct training needs analyses, task analyses, and system requirement evaluations to ensure training systems meet operational, technical, and instructional requirements.

* Apply experience in Learning Analysis and Design (LEAD) to develop structured training solutions, learning objectives, evaluation methods, and instructional strategies.

* Coordinate with government customers, subject matter experts, and project teams to ensure training systems align with operational needs, technical standards, and project timelines.

* Perform other incidental and related duties as required and assigned.

SUPERVISORY/MANAGEMENT RESPONSIBILITY
