First Coast Security Solutions is looking for a Senior Manager, Subcontracts & Procurement to lead subcontract administration and strengthen the company's procurement program. This hands-on role oversees day-to-day purchasing and subcontract work while building clear processes to support the company's growing federal contract work. The position reports to the Vice President of Contracts and works closely with Contracts, Operations, Finance, Legal, and program teams. This is a fully remote position. Responsibilities * Develop and manage the procurement program that follows federal requirements and company procedures, supports small business goals and supplier diversity, and sets clear policies, approval steps, templates, and internal controls. * Oversee purchasing from planning and market research through sourcing, competition, price or cost review, vendor selection, approvals, documentation, and closeout. * Set up and maintain vendor and purchasing records, including purchase requests, purchase orders, spending, vendor qualifications, SAM.gov status, exclusion checks, insurance, licenses, and required representations and certifications. * Put appropriate controls in place for P-card use and formal procurement, and coordinate with Finance, Operations, Contracts, Administration, and program leaders so purchases are planned, approved, documented, and charged correctly. * Manage the full subcontract process, including solicitation, evaluation, negotiation, award, onboarding, administration, modifications, funding and rate changes, workshare adjustments, and closeout. * Draft, negotiate, and administer subcontracts, purchase orders, consulting agreements, and related documents. Monitor subcontractor performance and compliance with contract terms, reporting, insurance, licensing, staffing, invoicing, and performance standards. * Work with Contracts to include required flow-down clauses and with Contracts and Legal on complex terms, disputes, claims, terminations, and other compliance issues. * Manage Small Business Subcontracting Plans and goals, submit ISR and SSR reports on time, and coordinate annual Service Contract Labor Standards reporting and other required procurement or subcontract reports. * Maintain audit-ready procurement and subcontract files, support flow-down and file reviews, Contractor Purchasing System Reviews and DCAA audits, and help improve purchasing consistency, pricing, vendor relationships, and compliance. * Support proposals and contract transitions involving subcontractors, teaming partners, suppliers, pricing, workshare, and letters of commitment. Provide practical guidance, templates, reports, and tracking tools, and recommend staffing, system, or process improvements as the company grows. Qualifications * At least seven years of experience in federal procurement, subcontract administration, supply chain, or government contracting. * Experience managing both procurement and subcontract activities for a federal contractor. * Strong working knowledge of the Federal Acquisition Regulation and subcontract requirements for federal prime contracts. * Experience preparing for and supporting Contractor Purchasing System Reviews and DCAA audits. * Experience developing or improving procurement policies, procedures, internal controls, file documentation, and audit-readiness practices. * Experience with price and cost analysis, competition reviews, vendor responsibility reviews, subcontract negotiations, and Small Business Subcontracting Plan reports, including ISR and SSR submissions. * Strong writing, analytical, organizational, and negotiation skills, with the ability to manage competing priorities and work independently. * Experience selecting, implementing, or administering procurement and subcontract management systems. This experience is required. Preferred Qualifications * Bachelor's degree in business administration, supply chain, procurement, finance, or a related field is strongly preferred. Relevant experience combined with a recognized professional certification may be considered in place of a degree. * Experience in security services, protective services, facilities support, or another labor-intensive federal contracting environment. * Familiarity with Service Contract Labor Standards, wage determinations, collective bargaining agreements, contract extensions or transitions, novations, and SAM.gov. * Relevant professional certifications such as CPCM, CFCM, or CPSM. Working Conditions This position is primarily performed in an office setting and involves regular computer work, reviewing contract and procurement documents, and communicating with company leaders, program teams, vendors, and subcontractors. | |
