SUMMARY: The Special Financial Advisor to the President & CEO provides interim executive financial leadership, guidance, and continuity during a period of executive transition. Working under the direction of the President & CEO, the Advisor supports the organization's senior finance leadership in maintaining effective daily financial operations and financial reporting, represents the financial perspective within executive and Board forums, and provides financial leadership to major organizational initiatives. The role is advisory and time-limited; it is not a substitute for the Chief Financial Officer position and does not carry the full operational, supervisory, or compliance authority of that role.

Schedule: 16 hours per week, including weekly Executive Leadership Team meeting. Approximately 8 hours per week on site (day to be confirmed); remaining hours worked virtually as needed. This temp position begins October 2026 through approximately mid-January 2027. The initial term may be extended by mutual agreement.

MINIMUM QUALIFICATIONS:



  • Bachelor's Degree in Accounting, Finance, or Business Administration and a minimum of 10 years of relevant experience required. CPA strongly preferred.
  • A minimum of 2 years of experience in a senior financial leadership role for a for-profit or nonprofit organization or public sector agency with an operating budget in excess of $15 million.
  • Experience with federal single audit requirements under the Uniform Guidance (2 CFR 200, subpart F) required.
  • Experience managing or advising on financial operations in the healthcare field preferred. Familiarity with Federally Qualified Health Center financial requirements preferred.
  • Knowledge of best practices in accounting systems and current financial and accounting applications.
  • Will be required to be available by cell phone for work. Cell phone to either be provided by Central City Concern or maintained on the employee's device.

ESSENTIAL DUTIES AND RESPONSIBILITIES:



  • Provide leadership and guidance to the senior finance leader designated by the President & CEO, and to the finance team, to ensure effective daily financial operations and accurate, timely financial reporting.
  • Participate in the weekly Executive Leadership Team meeting to ensure the financial perspective is represented in executive decision-making.
  • Serve as a financial voice in the next phase of the updated Strategic Plan and participate actively in financial planning that supports the strategic plan.
  • Contribute to strategic planning and organizational development as a participating member of the Executive Leadership Team, working toward the long-term health, effectiveness, and financial strength of the organization.
  • Provide financial leadership to large organizational initiatives during the term of the engagement.
  • Provide executive sponsorship of the HR1 modeling work, in coordination with the executive leadership responsible for that effort. Day-to-day supervision of staff driving this work remains with the designated senior finance leader.
  • Participate, as directed by the President & CEO, in the recruitment process for the next Chief Financial Officer.
  • Attend meetings of the CCC Board of Directors as a participant on the executive leadership team.
  • Participate in the Board Finance Committee. Provide oversight and guidance on Board and committee preparation materials in partnership with the senior finance leader and the finance team.
  • Assess and advise the President & CEO and the Board of Directors on the monitoring and stewardship of agency assets.
  • Assess and advise the President & CEO on the financial risk of CCC projects, operations, and investments, and recommend mitigation strategies.
  • Advise on business and financial strategy, planning, forecasting, and monitoring, including the financial reporting and key performance indicators provided to CCC programs, senior directors, and the Board of Directors.
  • Serve as a CCC representative in discussions of a broader county-wide approach to making the system of care more effective in addressing substance use disorders and severe mental health needs, as appropriate to timing and stakeholders.
  • Represent CCC in community and public discussions, forums, and in planning and committee settings as directed by the President & CEO.
  • Support and maintain relationships with CCC financial partners and stakeholders, including funders, banks, governmental entities, peers, and other industry partners, as directed by the President & CEO.
  • At the conclusion of the term, provide the President & CEO with an assessment of the areas outside this scope of engagement and of finance team performance.
  • Execute the responsibilities of an agency director in accordance with the lawful and ethical standards adopted by Central City Concern.
  • Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners' and outside providers' patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.


SCOPE LIMITATIONS:

Because of the limited hours and duration of this engagement, aspects of a typical Chief Financial Officer role are expressly excluded from this scope, including:



  • Wholesale changes to internal controls.
  • Compliance program ownership.
  • Information system selection or implementation.
  • Routine vendor relations and contracting.
  • Direct supervision of the finance division. The designated senior finance leader retains most direct reports within the finance division and reports to the President & CEO.
  • Signature authority, financial certifications, or other duties reserved to the Chief Financial Officer, unless separately and expressly delegated in writing.
  • Perform other duties as assigned by the President & CEO.

  • Proficiency in clearly communicating information about finances and accounting issues to non-accountants and to individuals with varying levels of financial expertise.
  • Ability to establish credibility quickly with an executive team, a Board of Directors, and external stakeholders during a period of transition.
  • Demonstrated ability to work with diverse populations and organizations.
