ABOUT THE ROLE The DOT Enterprise Compliance Manager is responsible for ensuring that the company's fleet and transportation operations comply with all applicable Department of Transportation (DOT) and Federal Motor Carrier Safety Administration (FMCSA) regulations. This role will oversee all aspects of DOT and FMCSA compliance, including driver qualifications, hours of service (HOS), vehicle maintenance, inspections, safety standards, and record-keeping. The DOT Compliance Manager will play a critical role in maintaining the company's safety performance and mitigating regulatory and financial risks related to transportation activities and oversee the Wells, MN plant safety program. WHAT YOU'LL DO
- Monitor, interpret, and ensure compliance with all federal, state, and local DOT regulations, including FMCSA guidelines.
- Manage Driver Qualification records by providing required information to vendors and maintaining accurate driver files, including CDL documentation, medical certifications, training records, background checks, drug and alcohol testing records, and annual MVR reviews.
- Maintain the Wells driver list and track all driver qualification, certification, and compliance requirements.
- Evaluate, monitor, and resolve driver compliance and non-compliance issues in a timely manner.
- Manage fleet registrations, renewals, regulatory reports, logs, and required DOT filings.
- Maintain accurate driver logs, inspection reports, maintenance records, accident reports, and audit documentation, ensuring records are readily accessible.
- Administer and monitor drug and alcohol testing programs, including random, post-accident, and reasonable suspicion testing.
- Coordinate permits and certifications for oversize loads, hazardous materials transportation, and other specialized transportation requirements.
- Develop and deliver driver onboarding, safety, DOT compliance, and refresher training programs.
- Lead internal safety audits, vehicle inspections, Job Safety Analyses, and compliance reviews to ensure DOT and workplace safety standards are met.
- Investigate DOT violations, accidents, OSHA-related issues, and compliance concerns, coordinating corrective and preventive actions.
- Prepare for and assist with scheduled and unannounced DOT audits, inspections, inquiries, penalties, and violations.
- Partner with Safety and Operations teams to align fleet and workplace safety programs with company objectives and regulatory requirements.
- Develop and monitor driver and fleet scorecards to identify safety trends, performance gaps, compliance risks, and improvement opportunities.
- Identify, implement, and maintain plant safety processes and foster a culture of safety accountability at all levels of the organization.
- Provide OSHA compliance training, maintain required records, support OSHA investigations and inspections, and ensure compliance with OSHA regulations.
- Evaluate PPE and plant safety equipment and recommend improvements as needed.
- Prepare compliance reports for senior leadership and provide coaching and mentoring to junior EHS professionals.
WHO WE'RE LOOKING FOR We're looking for a safety-focused compliance professional who has extensive experience managing DOT and FMCSA programs in a manufacturing, construction, or transportation environment. The ideal candidate is highly organized, detail-oriented, and skilled at partnering with operations teams to drive regulatory compliance, improve safety performance, and reduce organizational risk. IDEAL CANDIDATE WILL HAVE
- Bachelor's degree in business management or related field preferred.
- Five (5) years' experience in DOT and FMCSA compliance knowledge/experience in a construction or manufacturing environment.
- Experience using data-based systems, i.e., learning management software, or other relational databases
- Working knowledge of Microsoft Outlook, Word, Excel, PowerPoint, Teams, OneNote, and SharePoint.
- Ability to communicate effectively and work as part of a departmental and cross-functional team.
- Ability to maintain confidentiality of sensitive information.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS
- Occasional visits to active plant and field locations are required based on operational needs.
- Ability to wear all required PPE, including but not limited to safety boots, safety glasses, hearing protection, high visibility vest, hard hat, and other PPE as required while in the plant and field.
- Must be able to stand, walk, and navigate active plant and field environments as needed.
- Must be able to climb stairs, walk on uneven surfaces, and safely move through industrial work areas.
- May be exposed to moving equipment, machinery, and other standard industrial hazards.
- May be exposed to outdoor weather conditions, including heat, cold, wind, rain, as well as noise, dust, and vibration.
