General Information:

The Shenandoah Valley Migrant Education Program (SVMEP) is hiring for a full-time Program Director. SVMEP provides quality academic support services and advocacy to newly arrived migrant families in the community. SVMEP staff visit the families in their homes and migrant camps to assess their needs and aid the students and young adults in achieving their educational goals. SVMEP is one of many programs and clinics within the Institute for Innovation in Health and Human Services (IIHHS). IIHHS is a forward-thinking and dynamic organization that strives to cultivate a shared sense of purpose in building healthier and safer communities where all individuals can thrive and flourish. IIHHS is housed within JMU's College of Health and Behavioral Studies (CHBS).

Duties and Responsibilities:

1. Recruit, hire, train, supervise, and evaluate full-time and part-time program staff, ensuring high-quality performance, adherence to program requirements, and fidelity to the Migrant Education Program model.
2. Provide ongoing leadership and support to staff through regular individual supervision, team meetings, professional development opportunities, and coordination of required state-sponsored migrant education trainings.
3. Oversee the collection, management, and reporting of program data, ensuring accuracy, completeness, compliance with grant requirements, and timely submission of all required reports and documentation.
4. Maintain and monitor data integrity within state information systems, including MSDC and MSIX, ensuring records are current, accurate, and compliant with state and federal guidelines.
5. Assist with grant administration and fiscal management by supporting budget implementation, processing program purchases, tracking expenditures, and ensuring responsible use of grant funds.
6. Develop, maintain, and strengthen collaborative partnerships with schools, community organizations, institutions of higher education, student groups, and migrant families to enhance program effectiveness and service delivery.
7. Represent the program within the community and serve as a liaison to key stakeholders, promoting awareness of program services and identifying opportunities for collaboration.
8. Lead strategic planning and implementation efforts to expand program services into additional regions of Virginia, including the eastern and southern portions of the state.
9. Assess community needs and coordinate outreach efforts in new service areas to support successful program growth and increased access for eligible migrant children and families.
10. Ensure all program activities comply with applicable federal, state, university, and grant requirements while supporting continuous program improvement and achievement of program goals.

Qualifications:

-Preferred Bachelor's degree in education, social work, human services, public administration, or a related field.
-Preferred three years of progressively responsible experience managing educational, youth development, family support, community-based, or grant-funded programs.
-Experience supervising and developing staff, including hiring, training, performance management, and team leadership.
-Demonstrated experience managing multiple projects, priorities, and deadlines while maintaining attention to detail.
-Experience collecting, managing, and reporting program data.
-Strong written and verbal communication skills.
-Experience developing and maintaining collaborative partnerships with schools, community organizations, families, and other stakeholders.
-Proficiency with Microsoft Office applications and database systems.
