Description: NSI requires a Journeyman Naval Aviation Maintenance Level Reform Program Manager to support the CNAL N41/Cost and Demand Management (CDM) Division. This role will provide strategic leadership for the I-Level Reform Initiative across the Naval Aviation Enterprise. This senior role manages a team of SMEs, analysis specialists, and regional optimization specialists, overseeing program implementation, budget, and resource allocation. The Program Manager develops performance metrics; reports progress to senior Navy leadership and ensures alignment with strategic goals and policy compliance. Responsibilities include stakeholder engagement, policy development, contract oversight, and performance evaluation. The position requires extensive travel, strong analytical and communication skills, and the ability to manage complex, enterprise-wide change initiatives.
Location: Norfolk, VA Education: Bachelor's degree in engineering, management, logistics, or related technical/business field required. Master's degree in related field highly preferred. Certifications: Completion of Aviation Maintenance Officer Course, Senior Maintenance Officer Course, or equivalent civilian experience required. Program Management Certification (PMP, Defense Acquisition University certifications) is highly desirable. COR certification or ability to obtain within 90 days required. Experience: Minimum of 15 years' experience in naval aviation maintenance and logistics management, with at least 7-10 years in senior leadership positions. Significant experience in program management, including resource allocation, performance measurement, and strategic planning. Experience leading large-scale organizational change initiatives. Prior experience as Maintenance Officer, Production Officer, TYCOM N41/N42 Officer, or equivalent civilian position at squadron, wing, FRC, or TYCOM level preferred. Experience briefing and coordinating with flag officers and senior executive service leadership. Experience serving as Contracting Officer's Representative (COR) or managing contractor performance is highly desirable. Security Clearance: Secret Clearance is required. Must be a U.S. citizen.
