The Undersea Technology Portfolio, within SPA's Sea, Land, & Air Division, conducts rigorous and objective analyses to enable the Navy and other DoD organizations to make decisions, plans, and strategies to deliver emerging technologies and warfighting capabilities. We support clients across the undersea, naval special warfare, and expeditionary warfare enterprises, including those within resourcing and requirements, acquisition, and science and technology.

SPA is seeking a Financial Analyst to provide Business and Financial Management in support of Naval Special Warfare Development Group (NSWDG).

The BFM will manage the Planning, Programming, Budgeting, and Execution (PPBE) process for the NSWDG. This involves overseeing multi-million dollar life-cycle budgets across operational, procurement, and research appropriations.. The role requires monitoring financial systems to verify commitments, obligations, and expenditures, ensuring proper burn rates and variance analysis. The BFM will prepare financial reports, briefings, and decision-support artifacts for program managers, comptrollers, and stakeholders. The candidate will ensure compliance with cost-estimating policies, instructions, and standards as defined by SOCOM acquisition requirements. This position will play a critical role in managing the highly sensitive, classified budget required to sustain Tier 1 Special Operations. Because NSWDG is both a research and development unit and an operational component under Joint Special Operations Command (JSOC), the BFM manages specialized funding lines that directly support counter-terrorism missions, custom equipment acquisition, and advanced technology testing. Required Qualifications:

• Bachelor's degree in Business, Engineering, Mathematics, Economics, Finance, or a related field
• Minimum of 4 years of experience in cost estimating, financial analysis, or a related field
• Strong analytical, problem-solving, and communication skills, with an ability to work in a collaborative, interdisciplinary environment
• Active DoD TS/SCI clearance and the ability to maintain it throughout employment
• Reports NAS Oceana Dam Neck Annex full-time, based upon the needs of the client

Desired Qualifications:

• Advanced degree in Business, Engineering, Mathematics, Economics, Finance, or a related field
• Proficiency in DoD cost modeling and analysis tools (e.g., ACEIT, SEER, or similar)
• Demonstrated knowledge of DoD acquisition processes (particularly SOF AT&L), cost analysis principles, and contracting regulations
