Department Overview

The University of California Office of the President operates an in-house temporary program called TOPS (Temporary Office of the President Staffing), which seeks skilled administrative professionals. TOPS employees provide temporary assistance to UCOP departments to complete special projects, fill in for employees on vacation or other leave, or provide coverage during open recruitment periods. Hourly rates and duties vary depending on the classification of positions. Assignments range in length from one month to two years, depending on vacancy/needs. The TOPS program is an excellent opportunity to gain valuable UC experience. We have been very fortunate to have several employees in the TOPS program eventually apply, interview, and get hired into career positions at UCOP!

Position Summary

This is a TEMPORARY position within our Temporary Office of the President Staffing (TOPS) program.

Key Responsibilities

  • Applies professional concepts to perform basic financial or resource analysis to understand past performance and determine present and future performance and / or resource allocations.

  • Under general supervision, provides analytical support for simple to moderate budget, financial, or resource analysis projects.

  • Implements department budget allocations and maintains department chart of accounts, and related business processes.

  • Gathers and analyzes financial and / or resource data; prepares and summarizes information and / or recommendations.

  • Ensures that the appropriate internal controls are addressed, maintained and strengthened to protect University resources.

  • Prepares basic financial and resource reports and / or analysis for internal department constituents. Examples include periodic financial reports, staff / faculty salary budgets, contracts, grants, gifts, endowments, or user fees. Financial and / or resource analysis could include budgetary analysis, financial analysis, forecasts, projections, staff or faculty salary or FTE analysis, student enrollment analysis, recharge or general rate analysis (parking rates, copier rates, capital project rates, student health charges) student fees (self-supporting programs, professional school fees, course material fees, etc.) contracts and grants analysis, endowment income, fungibility of funds, working capital, depreciation, new building funds, etc.

  • Applies financial concepts to process, review, and approve financial transactions.

  • Receives more detailed instructions for new assignments.

Minimum Qualifications

  • Working knowledge of finance policies, practices, and systems

  • Ability to gather reasonable retrievable information to organize and perform basic financial analysis assignments.

  • Demonstrated ability to effectively present information verbally and in writing clearly and concisely.

  • Demonstrated ability using spreadsheet and database software for moderately complex financial analysis, fiscal management, and financial reports.

  • Demonstrated interpersonal skills at all levels within the unit; excellent service orientation and critical thinking skills; and attention to detail. Demonstrated ability using organizational skills to multi-task in a high volume environment.

  • Ability to adapt to changing priorities.

  • Ability to function as a member of a team.

  • Intermediate knowledge and understanding of internal control practices and their impact on protecting University resources.

Preferred Qualifications

  • Experience working with UC financial systems and applying UC budgetary/financial policies and procedures

  • Familiarity with fund accounting

Education:

  • Bachelor's degree in related area and / or equivalent experience / training

SPECIAL CONDITIONS

Based on the department's request, this position can be eligible for a hybrid or remote work arrangement within the state of California. The selected candidate must reside within the state of California, or be willing to relocate, and will be required to report to work in person in Oakland, CA on a hybrid schedule.

OTHER INFORMATION

This position is governed by the terms and conditions in the agreement for the Clerical & Allied Services Unit (CX) between the University of California and Teamsters Local 2010.

SALARY AND BENEFITS

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs It is not typical for an individual to be offered a salary at or near the top of the salary grade for a position.
