[Contingent] Senior Cyber Policy Analyst

Overview

We are seeking a Senior Policy Analyst to conduct comprehensive research and analysis on complex policy issues in cybersecurity, digital forensics, and cyber threat analysis. You will draw on academic literature, government reports, stakeholder consultations, and data analysis to assess the effectiveness of existing policies and programs and identify emerging trends, challenges, and opportunities.

You will manage complex policy projects from start to finish, develop policy proposals and recommendations, and prepare communication materials that convey complex issues clearly to audiences across government, academia, and industry.

What You'll Do

• Policy Research & Analysis: Research, prepare, and update draft policy documents derived from national, executive, and departmental guidance; analyze existing policies for effectiveness and maintain accurate records.
• Policy Project Management: Manage policy projects end to end, including plans, timelines, and dependencies; help establish enterprise policy for project execution and performance measurement and monitor progress.
• Policy Lifecycle & Compliance: Proactively manage the policy lifecycle so internal policies stay current and aligned with higher-level directives.
• Stakeholder Engagement: Conduct stakeholder consultations, build partner relationships, prepare background materials and talking points for working groups, and help present proposals and facilitate consensus.
• Tasking Management: Monitor tasking channels across unclassified and classified networks, consolidate requirements, track suspenses, prepare draft responses, and reduce response times while sustaining on-time completion.
• Action Officer Program Support: Maintain rosters and training records, manage system access requests, and prepare onboarding materials for action officers.
• Support Agreements: Assist with preparing, coordinating, and documenting inter- and intra-agency support agreements, including draft annexes, version control, renewal tracking, and memoranda for record.
• Communication Products: Prepare presentations and respond to stakeholder inquiries with clear, concise information.

Who You Are (Required Qualifications)

• Cyber Policy Experience: Experience developing and managing policy for a defense or military organization in forensics, cybersecurity, or cyber threat analysis.
• Analytical Problem Solver: Strong analytical and problem-solving skills applied to complex technical and operational challenges.

• Communicator at All Levels: Proven ability to present complex information clearly, in writing and orally, across all organizational levels.
• Policy Domain Knowledge: Comprehensive knowledge of policies affecting cybersecurity, forensics, cyber training, and system development.
• Cyber Intelligence Familiarity: Familiarity with national-level cyber intelligence programs.
• Resource Planning Policy: Knowledge of defense and intelligence community resource planning policy.

Preferred Skills

• Master's degree in public policy, cybersecurity, law, international affairs, or related field.
• Experience with enterprise task management systems and classified tasking workflows.
• Experience with support agreements, interagency agreements, or technology transfer mechanisms.
• Cybersecurity certification (e.g., CISSP, CISM) or digital forensics background.

Required Education + Experience

• Education: Bachelor's degree required; Master's degree preferred.
• Experience: 8+ years of policy development, policy analysis, or strategic planning experience, with a focus on cyber, forensics, or intelligence.
• Clearance: Top Secret (TS) clearance with SCI eligibility.

GENERAL PROGRAM REQUIREMENTS:

• Citizenship: Must be a U.S. Citizen.
• Work Hours: Full-time, Monday through Friday, core business hours of 8:00 AM - 5:00 PM ET (40 hours/week).
• Work Location: On-site at the customer facility in Central Maryland. Telework is situational and must be pre-approved by the customer.
• Travel: Occasional local and CONUS travel may be required to support meetings, events, and engagements.
