Frontend Development Engineering Supervisor

Pemex Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX. It is part of the PEMEX group, a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics, and marketing. PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. The PEMEX Deer Park site is co-located with other 3rd party chemical facilities allowing for further integration and optimization of the refinery and its products. As the Front End Development Engineering Supervisor, you will supervise 5 Frontend Development Engineers and lead the development of project conceptual design (FEL 1/FEL 2), justification, alternative analysis, and implementation to improve safety, environmental, reliability, margin, and energy performance, and profitability within the PEMEX Deer Park Refinery. In addition, you may support special studies and provide or assign supplemental process engineering support to the operations or project organizations when warranted.

Your Responsibilities as the Frontend Development Engineering Supervisor will include:

  • Provide strategic and tactical leadership for the team.
  • Ensure team members meet the expectations of the Frontend Development Engineering job description through motivating, coaching, and role-modeling ‘what good looks like.’
  • Works with team members to build and sustain a high-performance team and minimize turnover.
  • Always understand team members’ availability and work closely with the Portfolio Manager and Project Engineering Supervisors to prioritize and assign projects accordingly.
  • Work collaboratively and effectively with other project community leaders, i.e., project services, project engineering, discipline engineering, etc.
  • Execute process studies or detailed engineering analysis for projects that include capacity expansions, improvements to safety, environmental and reliability performance, product changes, process optimization, and other design changes in an operating facility.
  • Integrate input and consultation from customers/stakeholders and technical and business organizations to ensure projects are fit-for-purpose.
  • Coordinate process engineering interface with third-party engineering for relevant projects/studies.
  • Ensure that the project scope is well-defined and meets the business needs cost-effectively.
  • Develop the project scoping of an investment opportunity through concept selection (Identify/Assess/Select Phases) to ensure a smooth transition to the Define Phase.
  • Provide an overview and technical assurance of contractors’ process deliverables, with guidance from the Department Manager as needed.
  • Support the Project Engineer in developing project scope, cost, schedule, and execution strategy (FEL3) as needed.
  • Work in a seamless and integrated manner with Projects and Discipline Engineers.
  • Participate in the Management of Change (MOC) activities for projects, providing technical assurance and process knowledge. This includes safeguarding analysis, risk assessments (e.g., HAZOP, PHA), alarm reviews, and Pre-Start Up Safety Reviews (PSSRs).
  • Provide risk-based assurance on the quality of the safety barriers or controls, making prioritized observations and recommendations to the Project Team to act upon for further improvement.
  • Develop technical and scope documents to support process engineering oversight of assigned projects.
  • Serve as a Technical Authority (accountable for being knowledgeable of internal/external standards and best practices), reviewing and providing approval of project design from the process engineering perspective.
  • Provide additional technical support (e.g., turnaround support for projects, high-impact operations events).
  • This is a rotating shift role

To thrive, you should have:

  • A minimum Bachelor of Science degree in Chemical Engineering (or equivalent) is required.
  • Two plus years of frontend development or process engineering supervision experience is preferred.
  • At least 5 years of process engineering experience in refining or petrochemical operations, with a strong understanding of refinery processes, economic drivers, application of fundamental engineering, and operational practices.
  • At least 3 years of relevant capital project development or process design experience in refining.
  • Knowledge of process simulation software (e.g., PRO/II, UniSim, HYSYS/AspenPlus).
  • Experience with process safety design, industry standards, and best practices.
  • Be knowledgeable in process engineering to serve as a Technical Authority for reviews and approvals of process designs completed by contractors and peer process engineers.
  • A Technical Authority must have at least 5 years of experience in process engineering (operations support and design) and experience with the Management of Change (MOC) work process knowledge of relevant codes/industry standards and best practices for process/design engineering.
  • Must possess demonstrated leadership and supervision skills.
  • Effective communication skills – both verbal and written.
  • Must possess model interpersonal and professional behaviors.
  • Physical ability to work around and on industrial equipment, including frequently climbing stairs and ladders.
  • Ability to wear Personal Protective Equipment (PPE) in designated areas (e.g., hearing protection, hard hat, safety glasses, gloves, and steel-toe shoes/boots).
  • Must have legal authorization to work in the US full-time for anyone other than current employer.
