Staff Specialist - Enrollment, Choice, and Transfers

The Staff Specialist - Enrollment, Choice and Transfers (ECT) will be responsible for assisting in the development and implementation of student enrollment and placement policies and regulations. This individual will join a team of specialists that manage, monitor and track operations for the district's enrollment ecosystem to ensure that best practices for student placement components (e.g., school choice processes, pre-kindergarten/kindergarten enrollment, student transfers, residency determination, informal kinship car, tuition assistance, school entrance criteria, and state-supervised care) are shared at both the district and school level. The Staff Specialist - ECT works collaboratively with stakeholders- students, parents, families, partners, and staff, to support student achievement, school improvement, and the advancement of district enrollment priorities.


Essential Functions



  • Develops and implements regulations and guidance related to student placement and enrollment components at the district and school-level.
  • Assists with establishing and implementing marketing and branding campaign support for schools and the district.
  • Supports district teams, school leaders and identified enrollment officials and liaisons to develop, implement, and sustain researched-based student placement and engagement enrollment strategies at the school level and district level.
  • Coordinates and leads district collaborative meetings, trainings, and professional learning opportunities with school-based and district office enrollment points-of-contact.
  • Verifies and analyzes school and student data to inform decisions regarding student placement options, transfer applications and requests.
  • Resolves tuition concerns of non-resident students and manages enrollment requirements at all levels.
  • Prepares compliance reports, presentations, memorandum, and other communication documents outlining procedures and programs for related enrollment components as directed by the Director - Enrollment, Choice and Transfers.
  • Assists the district in expanding its reach into local communities through active engagement with community partners, neighborhood and community-based organizations and external partners to support district enrollment.
  • Promotes positive relationships and creates effective partnerships between students, families, schools and partners in support of student achievement and school improvement.
  • Maintains knowledge of new developments, legislation, literature, and technical sources of information to support enrollment, school choice and student transfers.

Desired Qualifications



  • Bachelor's degree from an accredited college or institution is required, Master's degree preferred, OR in place of degree, 10+ years of relevant experience may be considered.
  • Three to five years of experience in a related field (e.g., student/family counseling, admissions, enrollment management, business/marketing/sales, mediation and conflict resolution, student affairs, student services or social work).
  • Strong interpersonal skills and ability to communicate effectively and respectfully with individuals from diverse backgrounds and with all demographic communities.
  • Excellent verbal and written communication skills, including the ability to make effective public presentations.
  • Excellent organization skills and follow-through.
  • Experience conducting data analysis and using enrollment management systems/software to implement student interventions and supports.
  • Ability to engage parents and families in school placement activities.
  • Ability to demonstrate a high degree of professionalism, attention to detail, strong ethical standards and ability to work with urgency, high energy and positive attitude with a drive for personal and professional excellence.
  • Ability to work effectively in high-paced environment, with deadlines, and multiple stakeholder viewpoints.
  • Proficiency in using computer applications, such as databases, word processing, email, web-site application.
  • Proficient in the use of Microsoft Office applications.
  • Bilingual preferred.
