JOB SUMMARY

The Director of Medical Endoscopy is responsible for all aspects of the operation of the endoscopy service and in collaboration with the Division and Department Chairs for the development and implementation of plans for growth in the endoscopy facilities throughout Cook County Health (CCH). Actively participates in performance improvement activities which impact patient care and clinical outcomes by identifying opportunities for quality improvement. Defines processes to improve efficiency and outcome measures. Identifies resources, acquires equipment, and maintains inventory control. Initiates strategies to improve procedural billing processes, develop and implement protocols to streamline care, and improve patient throughput. In addition, the Director specializes in the diagnosis and treatment of digestive disorders, performs, and supervises regular as well as complex GI procedures and participates in clinic and consultation services as well as training of residents and fellows.

General Administrative Responsibilities

Collective Bargaining



  • * Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
  • * Participate in collective bargaining negotiations, caucus discussions and working meetings


Discipline



  • * Document, recommend and effectuate discipline at all levels
  • * Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements
  • * Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements


Supervision



  • * Direct and effectuate CCH management policies and practices
  • * Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements


Management



  • * Contribute to the management of CCH staff and CCH' systemic development and success
  • * Discuss and develop CCH system policies and procedures
  • * Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements
  • * Work with Labor Relations to discern past practice when necessary



Typical Duties



  • * Provides Clinical and Administrative leadership of the GI endoscopy service in CCH to ensure optimal clinical, educational and sound business operations.
  • * Provides direct patient care and consultative for Gastroenterology patients in the inpatient and outpatient sites for CCH.
  • * Performs in on-call for the Division of Gastroenterology.
  • * Directs and oversees the GI endoscopy service throughout CCH
  • * Supervises all staff involved in GI endoscopy service.
  • * Maintains an active clinical load of at least 60%.
  • * Performs and interprets GI endoscopic procedures.
  • * Responsible to ensure that the attending physician and advanced practice providers schedules are optimized for GI endoscopy patient volumes throughout CCH
  • Initiates strategies to improve procedural billing processes, develop and implement protocols to streamline care, and improve patient throughput.
  • Works with management and other leadership to maximize efficiency and utilization of staff and room resources.
  • Works with Division Chair to maintain up-to-date clinical privilege profiles that accurately reflect the scope of services delivered by credentialed providers.
  • Assist with performing ongoing Professional Practice Evaluations, as well as ad hoc training that might be necessary prior to introduction and use of new equipment, new procedures, or variations on existing equipment/procedures into the Endoscopy Service.
  • Collaborates with Division Chair to identify resources, areas of potential growth, and determine equipment and inventory needs per budget cycle for programmatic growth,
  • Ensures that all scopes, accessories, and instruments undergo appropriate disinfection based on the recommendations of Institutional Infection Control Committee's recommendations.
  • * Works with staff and leadership to develop protocols pertaining to endoscopy procedures.
  • * Collaborates with the Department of Anesthesiology in developing and implementing new protocols pertaining to endoscopy procedures.
  • * Leads efforts to eliminate unnecessary or duplicative testing/treatment to reduce cost of care by leading.
  • * Ensures that the GI endoscopy service meets all Local, State, Federal and Accreditation rules and regulations and scope of practice standards.
  • Actively participates in root cause analyses and reviews of serious safety events, near misses, and patient safety net reports.
  • * Participates in the curricula development supporting the training and education for GI fellows, residents, and medical students.
  • * Performs other duties as assigned.



MINIMUM QUALIFICATIONS



  • * Medical Doctor (MD) or Doctor of Osteopathic Medicine (DO) Degree from an accredited medical college, university, or foreign equivalent
  • * Must be Licensed as a Physician in the State of Illinois or the ability to obtain prior to starting employment
  • * Valid Illinois Controlled Substance License or must obtain License two (2) weeks prior to starting employment
  • * Valid licensure with the Federal Drug Enforcement Administration (DEA} or must obtain Federal DEA licensure two (2) weeks prior to starting employment
  • * Board Certified in Gastroenterology
  • * One (1) year of experience implementing operational, clinical, and/or academic improvement in a healthcare setting
  • * One (1) year of experience supervising GI fellows



Preferred Qualifications



  • * Three (3) years of administrative experience
  • * Experience in the performance in one of the following Gastroenterology procedures Endoscopic Ultrasound (EUS), Endoscopic Retrograde Cholangiopancreatography (ERCP), Endoscopic Mucosal Resection (EMR), and Endoscopic Submucosal Dissection (ESD)

  • * Knowledge and skilled in the practice of Gastroenterology procedures.
  • * Demonstrate attention to detail, accuracy and precision in decision making.
  • * Ability to provide quality care to patients.
  • * Ability to adhere to department policies and standards utilizing best practices and the appropriate use of the Electronic Health Record (EHR).
  • * Ability to maintain a professional demeanor and composure when challenged.
  • * Ability to follow hospital protocol when exposed to noise, chemicals, disease, blood borne pathogens, patient violence and procedural injuries.
  • * Ability to work flexible hours including weekends, evenings and holidays as needed.
  • * Must be able to travel to work sites throughout CCH.
  • * Ability to meet department and divisional productivity thresholds.
  • * Ability to meet appropriate confidentiality standards for Protected health Information (PHI).
  • * Ability to provide appropriate patient care while maintaining fiduciary responsibility to patients.
  • * Ability to demonstrate service to public health or underserved populations.
