The Senior Quality Manager ensures the highest quality of care is delivered by Institute on Aging's (IOA) On Lok PACE program. They lead efforts within a regulatory framework to continuously improve patient care, health outcomes, utilization management, satisfaction, and safety, while upholding best practices and achieving operational efficiencies.

The Quality Manager will report to the Sr. Director and be responsible for monitoring performance improvement data, reporting, and co-developing data-driven performance improvement projects based on daily interaction with program leadership and staff. This position will provide administrative and project support to ensure compliance with the quality improvement activities at IOA and agency wide initiatives.

ESSENTIAL JOB FUNCTIONS:

  • Manages quality activities for the On Lok PACE program at IOA.
  • Oversees the successful execution of an annual Quality Assurance Improvement Plan (QAIP) including annual updates and revisions.
  • Works closely with the Leadership Team to ensure that health and PACE services meet established standards of quality and compliance.
  • Collect, monitor, and provide required data for reports related to oversight activities between IOA and contracted partners.
  • Supports program compliance by monitoring quality indicators as outlined in contract Agreements and ensuring adherence with State, Federal, and local regulations.
  • Ensures continuous audit readiness by conducting regular internal audits. Partners with Leadership to oversee corrective action plans (CAP) and sustainability of improvements over time.
  • Develop infrastructure to ensure NCQA compliance with business partners including Business Intelligence, Technology Services, and program leadership.
  • Engage with community stakeholders & internal leaders to further develop quality metrics.
  • Encourages and promotes a culture of quality throughout the organization.
  • Use metrics to identify internal opportunities for process improvements and implement various quality improvement projects with Leadership Team.
  • All other duties as assigned

EDUCATION: Required

  • B.A./B.S. degree in a related field.
  • Master's degree preferred.
  • Quality certification or advanced quality education a plus.

BACKGROUND AND EXPERIENCE:

  • 7+ years' experience working within quality in a managed care plan or healthcare setting
  • Prior quality improvement experience required
  • Knowledge and experience in quality and process improvement
  • Demonstrated experience and strong skills around data collection, analysis, data visualization/ reporting, and dashboard creation
  • Strong technical skills surrounding electronic health records, data reporting and presentation
  • Strong organizational skills and ability to track information quickly
  • Demonstrated written and oral communication skills
  • Strong follow-through and critical thinking skills
  • Ease, flexibility, and resourcefulness working with direct care workers and interdisciplinary teams
  • Proficiency in information systems: Microsoft Word, Microsoft Excel, PowerPoint
  • Ability to structure and conduct audits and chart reviews
