Traffic Incident Management (TIM) is defined as a planned and coordinated process to detect, respond to, and clear traffic incidents safely and efficiently. Effective TIM strategies quickly return traffic to free-flow speeds during non-recurring congestion events. It is one of many Transportation Systems Management & Operations (TSMO) strategies that leads our industry into the future with a focus on better operating and maintaining the infrastructure we have. We cannot design and build our way out of congestion. TIM also fits into safety projects as well through discussions on responder safety, the Safe System Approach/post-crash care, enforcement, and other safety topics.
