JOB SUMMARY: The Bilingual Case Worker provides direct case management and support services to eligible Refugee Student Impact Program (RSIP) students defined in select funding agreements in accord with best practice standards, contract and grant requirements, and Agency practices and procedures. The position performs individual refugee student school impact case management services, conducts community outreach, and maintains collaborative relationships with all stakeholders.

ESSENTIAL DUTIES and RESPONSIBILITIES:



  • Perform individual case management supportive services through:


    1. Screening eligible students for the Program and assigning them to the appropriate DC public and private schools.
    2. Developing a work plan consulting parents and students including school counselors and teachers to follow up on students' academic and vocational performances.
    3. Conducting needs assessments with parents and students to subsidize the cost of school materials such as uniforms, student bags, exercise books, pens, pencils, etc.
    4. Maintaining prompt and regular contact with parents, students, and school counselors in the ongoing provision of services.

    5. Assisting parents to communicate with school counselors and teachers to follow up on the activities of their children in providing translation services whenever there is a need.



    6. Offering referrals to the refugee students to outside resources, such as for mental health, substance abuse, or vocational or education-related activities collaborating with the parents.



    7. Assist parents and councilors with conflict mediation and resolution between students, students, and teachers or parents and teachers to ensure students' goals are not disrupted.



    8. Refer parents to a parenting class and conduct meetings with the parents whenever it is necessary.



    9. Assist in identifying free or paid summer programs, after-school tutorials, and support to ensure high school completion.




  • Conduct outreach through:


    1. Cultivating and maintaining productive relationships with community contacts and diverse organizations including but not limited to government and non-government agencies, parishes, schools, law offices, and health service providers.
    2. Attending community meetings to outreach for new eligible refugee students.
    3. Educating eligible refugee parents who have school-age kids (5-18 years old) about the benefits of the Refugee Student School Impact Program.


  • Provide all services according to the standards, policies, and procedures of the agency, funder, accreditor, and any applicable laws.


    • Enter and maintain client data into designated computer systems (Quickbase and Caseworthy) and maintain client files by following the policies and procedures of the Agency.
    • Prepare and submit qualitative and quantitative reports according to the deadline of the Agency and funder.
    • Participate in required Agency meetings and training.
    • Perform other job-related duties as assigned.


    EDUCATION and EXPERIENCE:




    • Bachelor's degree in education, teaching, English language acquisition, or similar field.



    • Two years of experience as teacher in private or public schools; school counselor or related experience.


    • Peer Case Management Certification through DHS's Peer Case Management Institute in lieu of education and work experience.


    SKILLS and COMPETENCIES:




    • Fluency in written and spoken English, bilingual ability preferred in Dari/Pashto, French, Spanish, Amharic. Cross-cultural understanding and strong communication skills, both written and verbal.



    • Strategic, creative, problem solver capable of working well independently and as a part of a team.
