HJF is seeking a Program Manager II/III to oversee a collection of related/integrated projects that together support a long-term research initiative. This position strategically guides one or more project managers and related technical staff to ensure they are all working effectively toward the program's stated objectives. Typically oversees moderate to highly complex scope of work. Specific areas includes: budgeting, personnel management, overall management, sub-awards, contracts, and purchasing. Works on complex problems and identifies and evaluates solutions to the problems.

This position will be in support of the Uniformed Services University of the Health Sciences in Bethesda, MD in the Department of Anatomy, Physiology and Genetics.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


Responsibilities

  • Prepares proposals in response to specific requests for proposals (RFPs) by various for-profit, non-profit, and government entities. Develops a plan for submission according to the requirements outlined in the RFP guidelines. Works with the pre-award team to submit the proposal with corrections as necessary to the sponsor.
  • Serve as main point of contact and liaison between internal and external stakeholders (i.e. Principal Investigators, Program Sponsors, organizational leadership laboratory managers, and project leaders). Establish and maintain effective working relationships on matters of mutual interest. Track and report on progress and outcomes. Initiates, executes, and monitors program actions including budgets, purchasing, and hiring activities.
  • Manage key program elements, including but not limited to the statement of work, budget, and budget justification for grant sub-awards. Completes the required forms, obtains final approval from the prime and the sub-award principal investigators. Submits the final paperwork to the sub-award team. Prepare requests for vendor contracts and sub-contract actions and proposals. Assures full compliance with all contractual and regulatory requirements, schedules, and provisions.
  • Responsible for hiring laboratory support and light supervision activities.

Supervisory Responsibilities

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Qualifications

Education and Experience

  • Bachelor's degree required, preferably in Business Administration or Life Sciences field of study. Master's degree preferred.
  • Level II: Minimum of 3-5 years experience required.
  • Level III: Minimum of 6-8 years experience required.

Required Knowledge, Skills and Abilities

  • Familiarity with knowledge of federal budget processes and fundamental principles of project management.
  • Solid Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of a variety of software including but not limited to Microsoft Office, and proposal/project tracking.
  • Prior experiences in the life sciences strongly preferred.
  • Ability to obtain and maintain a T1/Public Trust background check.

Licenses and Certifications

  • Project Management Professional (PMP) preferred.

Work Environment

  • This position will take place primarily in an office setting.

Compensation

  • The annual salary range for this position is $73,800.00-$120,000.00 Actual salary will be determined based on experience, education, etc.
