Position Overview:

The successful candidate will perform work as a Project Administration/Project Engineer for our FDOT projects in District 7, 1, 2, and various local jurisdictions. The Project Administration/Project Engineer will be responsible for Construction Engineering and Inspections. The candidate should possess the ability to Manage construction projects and operations, to include, supervision of personnel and resources, coordination with contractors, utility companies and other personnel. The Project Administrator receives general instructions regarding assignments and is expected to exercise initiative and independent judgment in the solution of work problems. Work is performed under the general supervision of the Sr. Professional Engineer or Project Manager.

Primary Responsibilities:

  • Receive general instructions regarding assignments and exercise initiative and independent judgment in the solution of work problems.
  • Direct and assign specific tasks to administrative and inspection staff and assist in all phases of the construction project.
  • Prepare monthly progress estimates and Final Estimate throughout the construction project duration. With limited supervision, conducts work requiring independent evaluation, selection, adaptation and modification of standard techniques, procedures and criteria.
  • Lend expertise to complex and challenging construction issues.
  • Conduct QA/QC reviews.
  • Provide materials testing and inspection planning and coordination.
  • Prepare thorough project documentation.
  • Produce reports and verify quantity calculations and field measures for payment purposes.
  • Review, monitor and approve DWR in SiteManager.
  • Ensure that Contractor surveillance activities meet client requirements.
  • Interpret plans, specifications, and special provisions of the construction Contract.
  • Record project conditions before and during construction.
  • Keep client informed of all significant activities, decisions, correspondence, reports, and other communications.
  • Communicate with Company staff frequently using email and telephone.
  • Develop and review policies, methods, practices, and procedures.
  • Schedule, attend, and ensure attendance of appropriate staff project meetings.
  • Ensure that construction delays are minimized.
  • Work on projects of substantial complexity.
  • May assume lead responsibilities for a team of engineers and professional support personnel.
  • Prepare monthly progress estimates and Final Estimate throughout the construction project duration. With limited supervision, conducts work requiring independent evaluation, selection, adaptation and modification of standard techniques, procedures and criteria.
  • Perform other duties as needed.

Minimum Requirements:

  • Bachelor's degree in Civil Engineering or equivalent.
  • Professional Engineer (PE) registration in the State of Florida or the ability to obtain within six months.
  • Six (6) years of engineering experience, two (2) years of which are in major road or bridge construction) or (five (5) of which are in major bridge construction.
  • Knowledge of FDOT standard construction contract terms and conditions.
  • Ability to attend and successfully complete the following:
    1. CTQP Quality Control Manager Course.
    2. FDOT accredited post-tensioning training course (for post-tensioned CC2 projects).
    3. FDOT accredited grouting training course (for posttensioned CC2 projects).
    4. Critical Structures Construction Issues Self-Study Course (for structures projects).
    5. CTQP Final Estimates Level II
    6. FDOT Advanced MOT
  • Proficient in the use of iPad, Microsoft Office, Outlook, Dropbox, SiteManager, MAC and/or OneDrive.
  • Strong interpersonal, coordination and communication skills, with the ability to communicate effectively in English (verbally and in writing) and present as required.
  • Ability to work outside in various weather conditions, walk over rough and uneven terrain, and stand as needed to perform job.
  • Ability to lead and direct a team of engineers, construction management personnel and subconsultants.
  • Ability to demonstrate creativity, foresight and mature engineering judgement in anticipating and solving unpredictable engineering problems.
  • Possess problem solving and analytical skills.
  • Valid driver's license and clean driving record.
  • Proficient with Microsoft Excel, Word, Adobe Acrobat.

Performance Expectations:

  • Complete Annual Individual Training Program.
  • Comply with all PRIME AE policies and procedures.
  • Ensure projects fulfill ISO compliance requirements.
  • Establish strong working relationships with clients, contractors, and design engineers.
  • Achieve or exceed budgeted individual utilization target.
  • Complete all tasks on time and within budget while fully meeting the scope.
  • Operate within specified (corporate or project) budget parameters.
  • Assist in negotiating contractor change orders.
  • Maintain document control for correspondence, RFIs, submittals, etc.
  • Oversee project schedule and budget.
  • Prepare and analyze schedules.
  • Prepare cost estimates.
  • Read plans and specifications and understand the construction contractor's means and methods.
  • Solve construction problems in the field.
  • Test, document, and assure quality of contractor's work.
