Summary:

The Emergency Response Sr. Specialist coordinates with and provides support to Field Operations teams, Engineering, Regulatory, Safety, Legal, and Construction personnel to ensure compliance with all PHMSA, BSEE, EPA, US CORP, USCG, and state environmental requirements and programs.

Essential Duties and Responsibilities:



  • Conduct OPA 90 announced and unannounced PREP exercises.
  • Conduct Railroad Commission Rule 36 H2S, NM 19.15.11 H2S, PHMSA part 192 underground storage well, and PHMSA part 195 NGL exercises
  • Facilitate ICS refreshers for gas and liquids pipelines as well as fuel terminal operations.
  • Supervise contractors, subcontractors, and field personnel during emergency responses.
  • Write, complete reviews, and do annual updates of Facility Response Plans, Integrated Contingency Plans, and H2S Contingency Plans.
  • Oversee contracts, review proposals, and grant work to contractors for Emergency Response projects.
  • Preparing compliance documentation, analyzing data, and preparing reports for internal support and external communications.
  • Developing Geographic Response Strategies.
  • Support Operations and Environmental Compliance Specialist during Emergency Responses outside of normal business hours
  • Subject matter expert on agency audits (EPA, PHMSA, USCG, BSEE, TGLO)


Requirements:

Education and/or Experience, Knowledge, Skills & Abilities:

To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:



  • Bachelors degree or equivalent years of work experience
  • 6+ years' experience in Emergency Response related position
  • Excellent verbal & written communications skills and able to effectively interface with all levels of management, field personnel, and professionals
  • Must be able to multi-task, prioritize work and adaptable to changing due dates
  • Demonstrated organization, attention to detail and communication skills
  • Ability to manage work load independently and deliver timely and accurate results
  • Capable of working well under restricted timelines and in a high-pressure, fast-paced environment
  • Ability to provide excellent customer service across all levels of the organization
  • Ability to drive a company vehicle and an acceptable motor vehicle record
  • Experience in facilitation Emergency Response Exercises and documenting PREP requirements
  • Knowledge of 49 CFR 192, 195, 194 and 40 CFR 112


Preferred Qualifications:



  • BA/BS Degree in environmental science/Biology or related field or equivalent work experience
  • OSHA HAZWOPER 24-hour training
  • ICS 100, 200, 300, 700, 800
  • TWIC card


Working Conditions:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

* Usually, normal office working conditions.

* Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.

* Overnight travel required.

* Occasional visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
